Wednesday, May 28, 2025
Clarinda City Hall – 5:15 p.m.
The Clarinda City Council met at Clarinda City Hall on May 28, 2025, at 5:15 p.m. Mayor Craig Hill presided over the
meeting with the following Council Members present: Austin Ascherl, Jayne Wilson, Kaley Neal, Kerry Clark, and
James Shore.
Mayor Craig Hill Opened the meeting and asked everyone to recite the Pledge of Allegiance.
Adopt Agenda
Motion by Ascherl to Adopt the Agenda. Seconded by Wilson. Vote was unanimous.
Staff Announcements
Fire Chief, Roger Williams invited everyone to the Fire Station on June 14th for Glenn Miller breakfast.
Public Comment
Clarinda Resident, Jay Lininger 201 North 21st stated he did not want the council to pass the Third reading of
Amending Open Burning. Lininger stated it takes away the citizens’ rights on their own property
Consent Agenda
Motion by Ascherl to approve the Consent Agenda (a) May 28, 2025, Regular Council Minutes. Seconded by Neal.
Vote was unanimous.
Permission for Street Closures for Touch a Truck Event
Lied Public Librarian, Bobbi Whitehill, requested permission to close off 15th and Grant to 16th and Grant for Touch
a Truck Event on June 17th. Whitehill would like the street to close from 10 a.m. until noon.
Motion by Shore to approve permission to close off 15th and Grant to 16th and Grant for Touch a Truck Event on
June 17th from 10 a.m. until noon. Seconded by Clark. Vote was unanimous.
Permission to Place a Sign on back of Clarinda Sign
Hwy 71 Trailer Superstore General Manager, Mitch Holmes, is requesting a Trailer Superstore sign to be added to
the back of the existing Clarinda sign. Mitch Holmes invited the community to an open house at 1800 South 16th
Street on May 31st. The Ribbon cutting starts at 11:30 a.m. and then food catered by J Bruner’s and gift drawings.
Motion by Clark to approve permission to place Trailer Superstore sign on the back of the existing Clarinda sign
with a legal agreement. Seconded by Ascherl. Vote was unanimous
Discussion/Action Regarding Pay Application Number Four in the Amount of $269,752.50 to Henningson
Construction for T-Hanger Project
Motion by Neal to approve Pay Application Number Four in the Amount of $269,752.50 to Henningson
Construction for T-Hanger Project. Seconded by Wilson. Vote was unanimous
Appoint Megan Brown to the Library Board of Trustee’s
Motion by Ascherl to approve Megan Brown to the Library Board of Trustee’s. Seconded by Wilson. Vote was
unanimous
Appoint Rebecca Ascherl to Library Board of Trustee’s
Motion by Wilson to appoint Rebecca Ascherl to Library Board of Trustee’s. Seconded by Shore. Vote was
unanimous
Third Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending
Scope of Regulations Pertaining to Bicycles
Motion by Neal to approve Third Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda,
Iowa by Amending Scope of Regulations Pertaining to Bicycles. Seconded by Ascherl.

Motion by Shore to Adopt Ordinance #913 Amending the Code of Ordinances of the City of Clarinda, Iowa by
Amending Scope of Regulations Pertaining to Bicycles. Seconded by Wilson.

Open Burning Restricted Pertaining to Solid Waste Control
Motion by Wilson to approve Third Reading of an Ordinance Amending the Code of Ordinances of the City of
Clarinda Iowa by Amending Open Burning Restricted Pertaining to Solid Waste Control. Seconded by
Shore

Council Communications
Councilor Clark congratulated the High School students that made it to State Track meet and invited everyone to
support the Clarinda A’s baseball program.
Mayor Communications
Mayor Hill stated that he attended the Memorial Day Service and thanked the High School Football team for putting
up 240 to 250 American Flags and taking them down. Mayor Hill attended the Clarinda Regional Health Center
open house for the sprout garden. Mayor Hill reminded the community of the upcoming events Cruzin Clarinda and
Glenn Miller Festival.
