CLARKSVILLE CITY COUNCIL REGULAR SESSION December 2, 2021 MINUTES CALL TO ORDER The regular session of the Clarksville City Council was called to order by Mayor Joe Pitts on Thursday, December 2, at 6:00 p.m. in City Council Chambers, 106 Public Square, Clarksville, Tennessee. Councilperson Reynolds led everyone in prayer; the Pledge of Allegiance was led by Councilperson Evans. Councilperson Holleman seconded. Councilperson Reynolds shared concerns regarding increased traffic and no infrastructure improvements. Councilperson Butler said this project should be approved, however the intersection needs improvement. Councilperson Evans seconded. Councilperson Butler said this is a good example of what needs to be done with regards to growing pains within the City. Councilperson Zacharias said that because this doesn’t address school capacity, he will be voting no. Councilperson Allen said while she is in agreement with the zoning, she would be voting no because her constituents have concerns and received conflicting information regarding which part of the road would be widened. Councilperson Zacharias shared concerns of further congestion. Councilperson Reynolds shared she will vote yes because the improvements to Billy Dunlop park, including the sidewalks along the road are beneficial for the community. ORDINANCE 56-2021-22 (Second Reading) Amending the Official Code of the City of Clarksville Reapportioning the City of Clarksville for the Purpose of Electing Persons for the Office of City Council [Citywide Reapportionment - 2020 Census] Councilperson Streetman said she is proposing an amendment to include the drawing of the new map. Councilperson Streetman made a motion to adopt ORDINANCE 56-2021-22. The motion was seconded by Councilperson Reynolds. Councilperson Streetman then made a motion to adopt the amended map for ORDINANCE 56-2021-22. Councilperson Holleman seconded the motion. Councilperson Streetman explained the amended map includes the recently annexed areas, not to include areas annexed at tonight's meeting to ensure this map matches the City of Clarksville’s map. City State Court and Federal Court lawsuits. Finance Committee: Approval Councilperson Streetman made a motion to adopt ORDINANCE 59-2021-22. The motion was seconded by Councilperson Redd. Department Report: Chairperson Redd reported the call center handled 10,258 calls, the Engineering Division approved 14 utility plans and the Billing Division read 105,807 meters with an accuracy rate of 99.97% 10) HOUSING & COMMUNITY DEVELOPMENT COMMITTEE Mayor Pro Tem Wanda Smith 1. Department Report: Chairperson Smith reported the Community Development Block Grant application process began on November 29, with a deadline of January 3 at 2:00 pm. For more information, go to the City’s website. 11) PARKS & RECREATION COMMITTEE Councilperson Vondell Richmond 1. Department Report: Chairperson Richmond reported there were 7,000 facility check ins and 1,500 rounds of golf during the last month. He also mentioned the upcoming Christmas on the Cumberland and Christmas Parade at 5 pm. 12) PUBLIC SAFETY COMMITTEE Councilman Travis Holleman 1. Department Reports: Chairperson Holleman reported that CPD had 10,837 calls they responded to, and swore in 9 new officers. They recently launched their Juvenile Engagement Team with a focus to build relationships with our youth. CFR responded to 1,214 calls (72% were rescue and medical calls), and had 5 house fires in November. 13) TRANSPORTATION-STREETS-GARAGE COMMITTEE Councilperson Wanda Smith 1. Department Reports: Chairperson Smith reported that CTS transported 37,986 passengers in the month of November, 6,548 of those were Senior Citizens. On December the 20th, she and the Mayor will ride buses on route 1, route 7 to talk to our citizens. 14) NEW BUSINESS RESOLUTION 58-2020-21 (Referred to Legislative Liaison Committee 3/4/21) Supporting the decriminalization of simple possession or casual exchange of marijuana for personal use Councilperson Butler Councilperson Butler made a motion to adopt RESOLUTION 58-2021-22. The motion was seconded by Councilperson Evans. Mr. Baker went over the attached amendments proposed by Councilpersons Butler, Allen Reynolds and Zacharias and suggested the council go paragraph by paragraph. Councilperson Allen withdrew her amendment Councilperson Butler made a motion to adopt the amendment to RESOLUTION 58-2021-22, deleting operative paragraph one. Councilperson Evans seconded. Councilperson Richmond invited everyone to the Hispanic Town Hall Meeting on Monday, December 6 at 5:30 at Civic Hall. Mayor Pitts said there will be a Special Session on Tuesday, December 14 for the second reading of ORDINANCE 59-2021-22 which is the Robinson Settlement Agreement.
