CLARKSVILLE CITY COUNCIL SPECIAL SESSION March 8, 2022 MINUTES CALL TO ORDER Special session of the Clarksville City Council was called to order by Mayor Joe Pitts on Thursday, March 8, at 4:30 p.m. in City Council Chambers, 106 Public Square, Clarksville, Tennessee. A prayer was offered by Councilperson Little; the Pledge of Allegiance was led by Councilperson Reynolds. ATTENDANCE PRESENT: Vondell Richmond (Ward 2) - arrived at 4:38 pm, DaJuan Little (Ward 3), Ambar Marquis (Ward 5), Wanda Smith (Ward 6), Travis Holleman (Ward 7) Wanda Allen (Ward 8), Karen Reynolds (Ward 9), Stacey Streetman (Ward 10), Trisha Butler (Ward 12) ABSENT: Wallace Redd, Brian Zacharias *Ward 11 currently vacant CITY COUNCIL VACANCIES 1. Review of Procedure Lance Baker City Attorney Lance Baker reviewed the process for appointing members to vacant seats in accordance with the City Code. The City Clerk announced the names of the applicants for Ward 11: 1. James Adcock 2. Ron Lanfear 3. Joe Shakeenab 4. Lane Mang 5. Rick Reda The following votes for applicants for Ward 11 were recorded as follows: ROUND 1: Adcock 0, Mang 1, Lanfear 2, Reda 3, Shakeenab, 4 ROUND 2: Adcock 0, Mang 0, Lanfear 2, Reda 3, Shakeenab 5 RUNOFF: Adcock 0, Mang 9 ROUND 3: Mang 1, Lanfear 2, Reda 3, Shakeenab 4 ROUND 4: Lanfear 1, Reda 4, Shakeenab 5 ROUND 5: Reda 4, Shakeenab 6 ROUND 6: Reda 4, Shakeenab 6 ROUND 7: Reda 4, Shakeenab 6 ROUND 8: Reda 4, Shakeenab 6 ROUND 9: Reda 4, Shakeenab 6 ROUND 10: Reda 4, Shakeenab 6 Councilperson Allen made a motion to postpone this appointment to another Special Called Session. The motion was seconded by Councilperson Reynolds. The following vote was recorded: AYE: Allen, Pitts, Richmond NAY: Butler, Holleman, Little, Marquis, Reynolds, Smith, Streetman The motion to postpone this appointment to a Special Called Session failed. Councilperson Reynolds made a motion to table this appointment to the end of the meeting. The motion was seconded by Councilperson Butler. The following vote was recorded: AYE: Allen, Butler, Holleman, Little, Marquis, Pitts, Reynolds, Richmond, Smith, Streetman The motion to table this appointment to the end of the meeting passed. NEIGHBORHOOD & COMMUNITY SERVICES COMMITTEE Councilperson Stacey Streetman 1. RESOLUTION 44-2021-22 (Postponed from March 3 meeting) Authorizing a request from Neighborhood & Community Services to amend its 2020-2024 consolidated plan for the expenditure of $1,882,125 in Home Investments Partnership Program from the American Rescue Plan Act Of 2021 Funds Neighborhood & Community Services Committee: Approval Councilperson Streetman made a motion to adopt RESOLUTION 44-2021-22. The motion was seconded by Councilperson Allen. The following vote was recorded: AYE: Allen, Butler, Holleman, Little, Marquis, Pitts, Reynolds, Richmond, Smith, Streetman The motion to adopt RESOLUTION 44-2021-22 passed. CITY COUNCIL VACANCIES Councilperson Richmond made a motion to postpone this appointment to another Special Called Session. The motion was seconded by Councilperson Allen. The following vote was recorded: AYE: Butler NAY: Allen, Holleman, Little, Marquis, Pitts, Reynolds, Richmond, Smith, Streetman The motion to postpone this appointment to a Special Called Session failed. Councilperson Richmond made a motion to recess this appointment to Special Called Session on March 16 at 5:30 pm. The motion was seconded by Councilperson Allen. The following vote was recorded: AYE: Allen, Holleman, Little, Marquis, Pitts, Reynolds, Richmond, Smith, Streetman NAY: Butler The motion to recess this appointment to Special Called Session on March 16 at 5:30 pm passed. ADJOURNMENT Council went into recess at 5:54 pm
