CLARKSVILLE CITY COUNCIL SPECIAL SESSION JUNE 2, 2022 MINUTES CALL TO ORDER A special session of the Clarksville City Council was called to order by Mayor Joe Pitts on Thursday, June 2, 2022, at 4:30 p.m. in City Council Chambers, 106 Public Square, Clarksville, Tennessee. A prayer was offered by First Lady, Cynthia Pitts. The Pledge of Allegiance was led by Councilperson Vondell Richmond. ATTENDANCE PRESENT: Brian Zacharias (Ward 1), Vondell Richmond (Ward 2), Ambar Marquis (Ward 5), Wanda Smith (Ward 6), Travis Holleman (Ward 7) Karen Reynolds (Ward 9), Stacey Streetman (Ward 10), Trisha Butler (Ward 12) ABSENT: Wanda Allen (Ward 8), DaJuan Little (Ward 3), Wallace Redd (Ward 4) ,Joe Shakeenab (11) FY23 BUDGET WORK SESSION Ms. Matta shared the attached presentation. She went over the budget process and explained that the process also includes amending the FY22 budget, which is required by state law, as well as explained the fund balance. She said revenues increased by 10.8 million dollars, mostly due to an increase in local options sales tax, and general fund departments decreased by 1.5 million mostly due to an inability to fill positions. Other general fund expenses increased by 2.9 million for items such as the share of the liquor taxes and other funding increased, and the ending fund balance is expected to increase 8.2 million. Ms. Matta went over significant highlights and changes: she said there is an increase in health care and prescriptions and that the comptroller required changes in how the enterprise funds are accounted for. She also went over changes in budgeting to include charge outs to other funds, the parking fund and vehicle replacement fund. FY 23 Revenue sources include: General fund revenue sources such as property taxes, sales tax, intergovernmental, charges for services and licenses and permits. General fund revenue use transfers to capital projects fund use for Traffic 2020+ and a transfer to the Vehicle Replacement Fund. Pay Increases: A new pay study is in process and the City is waiting on the results. There is a 5% placeholder in the budget. ADJOURNMENT The meeting was adjourned at 5:43 PM.
