CLARKSVILLE CITY COUNCIL SPECIAL SESSION June 14, 2022, 4:30 P.M. MINUTES CALL TO ORDER The Special Session of the Clarksville City Council was called to order by Mayor Joe Pitts on Thursday, June 9, at 4:30 p.m. in City Council Chambers, 106 Public Square, Clarksville, Tennessee. A prayer was offered by Stephanie Jenkins; the Pledge of Allegiance was led by Councilperson Stacey Streetman ATTENDANCE PRESENT: Brian Zacharias (Ward 1), Vondell Richmond (Ward 2) - arrived at 4:35 pm, DaJuan Little (Ward 3) - arrived at 5:30 pm, Ambar Marquis (Ward 5), Wanda Smith (Ward 6), Travis Holleman (Ward 7) Wanda Allen (Ward 8), Karen Reynolds (Ward 9), Stacey Streetman (Ward 10), Joe Shakeenab (11), Trisha Butler (Ward 12) ABSENT: Wallace Redd (Ward 4) CONSENT AGENDA 1. ORDINANCE 120-2021-22 (Second Reading) An Ordinance amending Title 2 of the Official City Code to delete sub-paragraph (3) under section 2-108 and delete sub-paragraphs (2) and (3) under section 2-208. Councilperson Streetman made a motion to adopt the Consent Agenda. Councilperson Smith seconded the motion The following vote was recorded: AYE: Holleman, Marquis, Pitts, Reynolds, Richmond, Shakeenab, Smith, Streetman, Zacharias NAY: Allen, Butler 1 The motion to adopt the consent agenda PASSED FY23 CITY OF CLARKSVILLE BUDGET 1. ORDINANCE 139-2021-22 (Second Reading) An ordinance amending the 2021-2022 budget and approving the 2022-2023 annual action plan and budget and authorizing application for community development block grant and home investment partnership funds as well as other programs Councilperson Smith made a motion to adopt ORDINANCE 139-2021-22 (Second Reading). Councilperson Holleman seconded the motion. The following vote was recorded: AYE: Allen, Butler, Holleman, Marquis, Pitts, Reynolds, Richmond, Shakeenab, Smith, Streetman, Zacharias The motion to adopt ORDINANCE 139-2021-22 (Second Reading) PASSED 2. ORDINANCE 140-2021-22 (Second Reading) An ordinance amending the Fiscal Year 2021-2022 budget and approving the Fiscal Year 2022-2023 operating budget for the Central Business Improvement District (CBID) Councilperson Smith made a motion to adopt ORDINANCE 140-2021-22 (Second Reading). Councilperson Streetman seconded the motion. The following vote was recorded: AYE: Allen, Holleman, Marquis, Pitts, Reynolds, Richmond, Shakeenab, Smith, Streetman, Zacharias NAY: Butler The motion to adopt ORDINANCE 140-2021-22 (Second Reading) PASSED 3. ORDINANCE 141-2021-22 (Second Reading) An ordinance amending the operating and capital budgets for Fiscal Year 2021-2022 and adopting the operating and capital budgets for fiscal year 2022-2023 for CDE Lightband Councilperson Smith made a motion to adopt ORDINANCE 141-2021-22 (Second Reading). Councilperson Holleman seconded the motion. ORDINANCE 142-2021-22 (Second Reading) An ordinance amending the operating and capital budgets for Fiscal Year 2021-2022 and adopting the operating and capital budgets for Fiscal Year 2022-2023 for the Clarksville Gas & Water Department Councilperson Smith made a motion to adopt ORDINANCE 142-2021-22 (Second Reading). Councilperson Holleman seconded the motion. The following vote was recorded: AYE: Allen, Butler, H olleman, Marquis, Pits, Reynolds, Richmond, Shakeenab, Smith, Streetman, Zacharias The motion to adopt ORDINANCE 142-2021-22 (Second Reading) PASSED 5. ORDINANCE 143-2021-22 (Second Reading) An ordinance amending the operating and capital budgets for Fiscal Year 2021-2022 and adopting the operating and capital budgets for Fiscal Year 2022-2023 for the Clarksville Transit System Councilperson Smith made a motion to adopt ORDINANCE 143-2021-22 (Second Reading). Councilperson Holleman seconded the motion. Councilperson Streetman asked that this ordinance be moved to the end of the agenda. There were no objections. 6. ORDINANCE 144-2021-22 (Second Reading) An ordinance amending the Fiscal Year 2021-2022 and adopting the operating budget for Fiscal Year 2022-2023 for the Internal Service Funds Councilperson Smith made a motion to adopt ORDINANCE 144-2021-22 (Second Reading). Councilperson Holleman seconded the motion. The following vote was recorded: AYE: Allen, Butler, Holleman, Marquis, Pitts, Reynolds, Richmond Shakeenab, Smith, Streetman, Zacharias The motion to adopt ORDINANCE 144-2021-22 (Second Reading) PASSED 3 7. ORDINANCE 145-2021-22 (Second Reading) An ordinance amending the Fiscal Year 2021-2022 budget and establishing the operating budget for Fiscal Year 2022-2023 for the Clarksville Parking Commission, a proprietary fund Councilperson Smith made a motion to adopt ORDINANCE 145-2021-22 (Second Reading). Councilperson Holleman seconded the motion. The following vote was recorded: AYE: Allen, Holleman, Marquis, Pitts, Reynolds, Richmond, Shakeenab, Smith, Streetman, Zacharias NAY: Butler The motion to adopt ORDINANCE 145-2021-22 (Second Reading) PASSED 8. ORDINANCE 146-2021-22 (Second Reading) An ordinance amending the operating and capital budgets for Fiscal Year 2021-2022 and adopting the operating and capital budgets for Fiscal Year 2022-2023 for the governmental funds and adopting the tax rate for the Fiscal Year beginning July 1, 2022 and ending June 30, 2023 Councilperson Smith made a motion to adopt ORDINANCE 146-2021-22 (Second Reading). Councilperson Streetman seconded the motion. ● AMENDMENT 1: Councilperson Streetman made a motion to amend ORDINANCE 146-2021-22 re: implementing pay study preliminary results. Councilperson Allen seconded the motion. The following vote was recorded: AYE: Allen, Holleman, Marquis, Pitts, Reynolds, Richmond, Shakeenab, Smith, Streetman, Zacharias NAY: Butler The motion to adopt AMENDMENT 1 PASSED. ● AMENDMENT 2: Councilperson Streetman made a motion to amend ORDINANCE 146-2021-22 re: rolling capital outlay items due to supply chain issues. Councilperson Allen seconded the motion. Councilperson Reynolds seconded the motion. Councilperson Streetman called for the question. Councilperson Reynolds objected. . Councilperson Streetman made a motion to adopt ORDINANCE 143-2021-22 (Second Reading). Councilperson Smith seconded the motion. ● AMENDMENT 1: Councilperson Streetman made a motion to amend ORDINANCE 143-2021-22 re: Implementing pay study preliminary results for CTS.
