FINANCE COMMITTEE December 28, 2021 MINUTES CALL TO ORDER The monthly meeting of the City of Clarksville Finance Committee was called to order by Chairperson Streetman on Tuesday, December 28, 2021, at 4:30 p.m. in the City Hall Conference Room, 1 Public Square, Clarksville, Tennessee. ATTENDANCE: PRESENT: Holleman, Redd, Streetman, Zacharias ABSENT: Smith ADOPTION OF MINUTES Councilperson Zacharias made a motion to adopt the December 28 minutes as presented. The motion was seconded by Councilperson Holleman. A voice vote was taken; the motion passed without objection. PURCHASING DEPARTMENT Ms. Camille Thomas went over the report of birds and professional service contracts. a) Report of Bids b) Report of Award of Professional Service Contracts 1. Street Dept. - Tiny Town Multimodal Design from Gresham Smith & Partners in the amount of $174,950.00. 2. Recreation - Appraisal of 1600 Needmore Road for Potential Regional Recreation Center from Mark Young Real Estate Appraisals in the amount of $2,000.00.  3. G&W - Survey and Design Services for the US Highway 41-A Natural Gas Main Replacement from Suiter Surveying & Land Planning, Inc. in the amount of $70,000.00. 4. G&W - Engineering Services for the Clarksville Gas Master Plan from Clark Engineering & Utility Solutions, LLC in the amount of $171,000.00. 5. G&W - Survey and Design Services for the Peachers Mill Road Natural Gas Main Extension from Suiter Surveying & Land Planning, Inc. in the amount of $53,625.00. Sale of Surplus Property on GovDeals.com for the month of November, 2021 - $23,738.25. GENERAL GOVERNMENT Director of Finance, Christen Wilcox, reported that expenses currently exceed revenue and this is typical this time of year as tax revenue comes in during December. The Fy22 revenues exceed FY21 by $6.1 million which is 21.4%. The City is currently under budget by $128,000. Grant applications - applied to partner with Rotary to update and make compliant Coy Lacey Park, and received the funds from FEMA from the wind storm in 2019. Ms. Wilcox reported we are still waiting on the restrictions for the ARPA funds. DEPARTMENT OF ELECTRICITY Ms. Batts reported on the shared subscriber reports. The previous month ended with a 97 net gain in customers - total number was 26,249, tracking an 8% growth over last year. CITY ATTORNEY Deputy City Attorney, Eric Bittner, reported on the following Legal Expenditures: ● Bradley Arant, Robinson v. City, $2,909.15 ● Bradley Arant, Employment Matters, $765.00 ● Klein Solomon, Ethics Complaint, $2,395.00 ● Batson Nolan, Franklin Street Corp. v. City, $375.00 ● Batson Nolan, Nicholson v. City, $ 2,250 .00 CITY COUNCIL ACTION 1. FINANCE a) ORDINANCE 69-2021-22 (First Reading) Authorizing the donation of Swan Lake tennis court lighting to the Clarksville Academy Councilperson Redd made a motion to approve Ordinance 69-2021-22. The motion was seconded by Councilperson Holleman. A voice vote was taken; the motion passed without objection. b) ORDINANCE 70-2021-22 (First Reading) An ordinance accepting the donation of certain real property from Jeffery D. Burkhart and William L. Belew, Jr. and Michelle Belew to the City of Clarksville for right of way and easement purposes for the Allen Road Intersection Improvement Project Mr. Chris Cowan explained the signal is due to additional volume and that more lanes will also be added. They will donate all the right of way needed for this to happen to help the intersection to move more efficiently. He said this is purely a donation - no cost to the City. Councilperson Redd made a motion to approve Ordinance 70-2021-22. The motion was seconded by Councilperson Holleman. A voice vote was taken; the motion passed without objection.
