MINUTES, FEBRUARY 22, 2022
CALL TO ORDER
The monthly meeting of the City of Clarksville Finance Committee was called to order
by Chairperson Streetman on Tuesday, January 25, 2022, at 4:30 p.m. in the City Hall
Conference Room, 1 Public Square, Clarksville, Tennessee.
ATTENDANCE:
PRESENT: Travis Holleman, Karen Reynolds, Wallace Redd, Wanda Smith, Stacey
Streetman, Brian Zacharias
ADOPTION OF MINUTES
Councilperson Holleman made a motion to adopt the January 25, 2022 minutes as
presented. The motion was seconded by Councilperson Redd. A voice vote was taken; the
motion passed without objection.
PURCHASING DEPARTMENT
Ms. Camille Thomas went over the report of birds and professional service contracts.

1. G&W - Planning & Development of the Advanced Metering Infrastructure from
Utility Metering Solutions in the amount of $4,550,000.00.
2. G&W - Design Services for the High Point Tank Recoating project from Rye
Engineering, PLC in the amount of $99,500.00.
3. G&W - Fee Increase for the WWTP Thermal Dryer project from Hazel and Sawyer,
P.C. in the amount of $1,156,160.00 for a total cost of $2,320,266.00.
4. Project Management - Economic Study on the Highest and Best Use for the Frosty
Morn Redevelopment Project from Randall Gross in the amount of $25,521.00.
5. Municipal Properties - Design Services for the City Hall Remodeling project from
Powell Architecture in the amount of $7,650.00.
6. Design Services for the Intersection Improvements at SR76 / Hornbuckle and Old
Russellville Pike / Dunbar Cave Traffic Signal from KCI in the amount of $46,500.00.
Sale of surplus property on GovDeals.com for the month of January 2022 - $2,961.99.

CITY COUNCIL ACTION
a) ORDINANCE 85-2021-22 (First Reading) Amending the Fiscal Year 2021-2022
Operating Budget for the Central Business Improvement District (CBID) Ordinance
120-2020-21 Finance: Approval
Councilperson Holleman made a motion to approve ORDINANCE 85-2021-22.
Councilperson Redd seconded. A voice vote was taken and the motion passed.
b) RESOLUTION 45-2021-22 Authorizing a Memorandum of Understanding
(MOU) Between the City of Clarksville, Tennessee and the Clarksville Rotary Club
Finance: Approval
Councilperson Smith made a motion to approve RESOLUTION 45-2021-22.
Councilperson Holleman seconded. A voice vote was taken and the motion passed.
