March 29, 2022 MINUTES
CALL TO ORDER
The monthly meeting of the City of Clarksville Finance Committee was called to order
by Chairperson Streetman on Tuesday, March 29, 2022, at 4:30 p.m. in the City Hall
Conference Room, 1 Public Square, Clarksville, Tennessee.
ATTENDANCE:
PRESENT: Travis Holleman, Wallace Redd, Wanda Smith, Stacey Streetman, Brian
Zacharias
ADOPTION OF MINUTES
Councilperson Redd made a motion to adopt the February 22, 2022 minutes as presented.
The motion was seconded by Councilperson Smith. A voice vote was taken; the motion
passed without objection.
An error was noticed in the minutes stating Councilperson Reynolds was in attendance.
Councilperson Smith made a motion to rescind the minutes. The motion was seconded by
Councilperson Zacharias. A voice vote was taken; the motion passed without objection.
Councilperson Smith made a motion to amend the attendance on the February 22, 2022
minutes. The motion was seconded by Councilperson Zacharias. A voice vote was taken;
the motion passed without objection.
Councilperson Smith made a motion to adopt the amended minutes. The motion was
seconded by Councilperson Zacharias. A voice vote was taken; the motion passed
without objection.
PURCHASING DEPARTMENT
Ms. CamilleThomas went over the reports linked below regarding bids and
professional service contracts.

b) Report of Award of Professional Service Contracts
1. Police Dept. - Topo Survey and Civil Construction Drawings for the
Rubber Range Berm from McKay Burchett Engineers in the amount of
$6,450.00.
2. Street Dept. - Design for Sidewalks on Greenwood Ave., S. Jordon and
S. Senseney Circle near Barkers Mill Elementary School from Moore
Design Services in the amount of $215,000.00.
3. Transit - Design, Construction Documents and Contract Administration
for new Bus Sheds from Vision Architects in the amount of $27,200.00.
Sale of Surplus Property on GovDeals.com for the month of February 2022
- $3,212.00.

FINANCE COMMITTEE ACTION
a) Approval of additional position & justification for CPD
Councilperson Smith made a motion to approve. The motion was seconded
by Councilperson Holleman. A voice vote was taken; the motion passed
without objection.
b) Approval of City General Pay Tables
Councilperson Holleman made a motion to approve. The motion was
seconded by Councilperson Smith. A voice vote was taken; the motion
passed without objection.
COUNCIL COMMITTEE ACTION
a) ORDINANCE 93-2021-22 (First Reading) Authorizing the sale of
property located 2015 Ft. Campbell Blvd. at public auction Finance : Approval
Councilperson Redd made a motion to approve. The motion was seconded
by Councilperson Smith. A voice vote was taken; the motion passed
without objection.
b) ORDINANCE 94-2021-22 (First Reading) Designating depositories for
the City of Clarksville further authorizing the City of Clarksville to enter into
banking services contracts Finance: Approval

Councilperson Smith made a motion to approve. The motion was seconded
by Councilperson Holleman. A voice vote was taken; the motion passed
without objection.
c) ORDINANCE 95-2021-22 (First Reading) Amending the Operating and
Capital budgets for the Fiscal Year 2022 for Governmental Funds (Ordinance
130-2020-21) to add additional funding for Capital Projects for a total of $7,512,

Councilperson Smith made a motion to approve. The motion was seconded
by Councilperson Holleman. A voice vote was taken; the motion passed
without objection.
d) RESOLUTION 56-2021-22 Authorizing a revised new interlocal
agreement between the City of Clarksville and the United States Of America
(Department Of Defense / Department Of The Army / Fort Campbell, Kentucky)
for transport of natural gas Finance: Approval
Councilperson Redd made a motion to approve. The motion was seconded
by Councilperson Holleman. A voice vote was taken; the motion passed
without objection.
e) RESOLUTION 58-2021-22 Authorizing a Memorandum of
Understanding between the City of Clarksville, TN and the Rotary Club of
Clarksville to accept the donation of $2,380.70 to purchase and install a flagpole
and Ukrainian flag to be placed at McGregor Park Avenue of Flags.
Finance: Approval
Councilperson Holleman made a motion to approve. The motion was
seconded by Councilperson Smith. A voice vote was taken; the motion
passed without objection.
