FINANCE COMMITTEE May 24, 2022 MINUTES CALL TO ORDER The monthly meeting of the City of Clarksville Finance Committee was called to order by Chairperson Streetman on Tuesday, May 24, 2022, at 4:30 p.m. in the City Hall Conference Room, 1 Public Square, Clarksville, Tennessee. ATTENDANCE: PRESENT: Travis Holleman, Wallace Redd, Wanda Smith, Stacey Streetman, Brian Zacharias ADOPTION OF MINUTES Councilperson Holleman made a motion to adopt the April 26 minutes as presented. The motion was seconded by Councilperson Smith. A voice vote was taken; the motion passed without objection. PURCHASING DEPARTMENT Ms. Spainhoward went over the reports linked below regarding bids and professional service contracts. a) Report of Bids b) Report of Award of Professional Service Contracts MONTHLY REPORT Ms. Matta Reported on the report linked above. She said revenues are exceeding expenses and collected about $720,000 in back taxes (exceeded tax collection by $19.8 million compared to last year). CDE REPORTS Ms. Batts reported on the report linked above. She said the increase in revenues for the electric division are driven by growth and construction, also April was a cooler month. For Broadband, they project to finish the year at $10,000,000. Internet revenue continues to grow. CITY ATTORNEY Mr. Baker reported on the following legal expenses: a) Report of Legal Expenditures Lance Baker ● Batson Nolan, V. Richmond v. City, $9,225.00 ● Batson Nolan, Nicholson v. City, $6,675.00 ● Batson Nolan, Robinson v. City, $125.00 ● Klein Solomon, Ethics Complaint, $52.50 FINANCE COMMITTEE ACTION a) Uncollectible Accounts Receivable: Ms. Matta said the Finance Dept. has the authority per City Code to deem items uncollectible up to $10,000. Councilperson Zacharias motioned to approve the uncollectible accounts receivable. Councilperson Holleman seconded the motion. A voice vote was taken. Motion passed. b) Convert Part-Time position to Full-Time (CPD): Chief Crockarell asked for approval to convert this position to full-time, and are combining two roles into one position.  Councilperson Smith motioned to approve converting the part time position to full time. Councilperson Holleman seconded the motion. A voice vote was taken. Motion passed. CITY COUNCIL ACTION a) RESOLUTION 65-2021-22 A Resolution of the City Council of the City of Clarksville, Tennessee approving an economic impact plan for the Vulcan Plant development area and adopting designated development area policies and procedures Finance: Approval Councilperson Smith motioned to approve RESOLUTION 65-2021-22. Councilperson Zacharias seconded the motion. A voice vote was taken. Motion to approve passed. b) ORDINANCE 121-21-22 (First Reading) An Ordinance submitting to the qualified voters of the City of Clarksville the question of whether the City shall adopt Home Rule Councilperson Butler Finance: Disapproval Councilperson Redd motioned to approve ORDINANCE 121-2021-22. Councilperson Zacharias seconded the motion. A voice vote was taken. Motion to approve failed. a) ORDINANCE 138-2021-22 (First Reading) An Ordinance of the City of Clarksville authorizing the Mayor, or his designee to conduct negotiations and to enter an agreement for purchase and acquisition of easements and/or property rights for a public purpose for the Greenwood Avenue sidewalk project. Finance: Approval Councilperson Smith motioned to approve ORDINANCE 138-2021-22. Councilperson Holleman seconded the motion. A voice vote was taken. Councilperson Redd Abstained.
