FINANCE COMMITTEE June 28, 2022 MINUTES CALL TO ORDER The monthly meeting of the City of Clarksville Finance Committee was called to order by Chairperson Streetman on Tuesday, June 30, 2022, at 4:30 p.m. in the City Hall Conference Room, 1 Public Square, Clarksville, Tennessee. ATTENDANCE: PRESENT: Travis Holleman, Wallace Redd, Stacey Streetman ADOPTION OF MINUTES Councilperson Holleman made a motion to adopt the May 24 minutes as presented. The motion was seconded by Councilperson Redd. A voice vote was taken; the motion passed without objection. PURCHASING DEPARTMENT Ms. Thomas went over the reports linked below regarding bids and professional service contracts. a) Report of Bids b) Report of Award of Professional Service Contracts MONTHLY REPORT Ms. Wilcox reported on the monthly report linked above. She said revenues are exceeding expenses by $21 million, and are on trend with property tax collection at $41.4 million or 95%. CDE REPORTS a) Subscriber Report b) Financials Ms. Batts reported on the subscriber report above and said that Broadband had a net gain of 90 customers - many are moving to streaming. Mr. Johns reported on the financials linked above and said that the Board recently approved PO’s for a new XGS network - excessive growth is the reason for the new technology. CITY ATTORNEY Mr. Baker reported on the following legal expenses: a) Report of Legal Expenditures Lance Baker ● Batson Nolan, v. Richmond v. City, $3,525.00 ● Batson Nolan, Nicholson v. City, $14,172.50 ● Batson Nolan, Robinson v. City, $2,475.00 ● Batson Nolan, J. Long v. City, $7,350.00 ● Klein Solomon, Ethics Complaint, $9,790.00 FINANCE COMMITTEE ACTION a) CGW Pay Table: Mr. Riggins reported that the new increase to $15 for the lower level did not move anyone else up on the payscale and not updating the payscale would create employees. Forty-one employees are at the top of the pay scale and would be able to receive the 5% increase. Councilperson Holleman made a motion to adopt the CGW Pay Table. The motion was seconded by Councilperson Redd. A voice vote was taken; the motion passed without objection. b) Uncollectible Accounts Receivable to Donate: Ms. Wilcox reported that there are two properties with considerable sized bills for property clean up. They would like to waive the liens on the property for the weed clean up and receive authorization to donate the property. Councilperson Holleman made a motion to approve. The motion was seconded by Councilperson Redd. A voice vote was taken; the motion passed without objection. CITY COUNCIL ACTION a) ORDINANCE 01-2022-23 (First Reading) An ordinance authorizing the donation of properties located at 1103 Crossland Avenue and 341 Hickory Heights to Habitat for Humanity for Community Development Councilperson Holleman made a motion to approve Ordinance 01-2022-23. The motion was seconded by Councilperson Redd. A voice vote was taken; the motion passed without objection.
