HOUSING AND COMMUNITY DEVELOPMENT COMMITTEE June 8, 2020 MINUTES CALL TO ORDER A meeting of the Clarksville Housing and Community Development Committee was called to order by Councilman David Allen on Monday, June 8, 2020, at 4:00 p.m. in the City Hall Conference Room, 1 Public Square, Clarksville, Tennessee. This meeting was conducted via Google Meets. ATTENDANCE The following members were connected to the meet: PARTICIPATING: David Allen, Jeff Burkhart, Stacey Streetman, and Travis Holleman, Mayor Joe Pitts, Chief Halford, and Cassie Wheeler Tammy Kilgore, Martias Kendrick, Lisa Walker, and Brittney Cates were physically present as well. APPROVAL OF ELECTRONIC MEETING Councilman Allen made a motion for the approval of the electronic meeting due to current COVID-19 concerns. The Committee Members seconded his motion. ADOPTION OF MINUTES Councilman Allen made a motion for the approval for the past minutes (March 9th and May 18th). The Committee Members seconded his motion. NEW BUSINESS 1. Approval of 2020-2024 Consolidated Plan and 2020/2021 Annual Action Plan Tammy Kilgore gave a brief summary about the 5-year consolidated plan. The Consolidated Plan identifies what the community needs are. For CDBG funds this year, the City will be receiving $1,021,544. For HOME funds this year, the City will be receiving $489,225. The current use of CDBG funds are used for capital projects and public services. The 2020-2024 5-year strategic plan is establishing goals and priorities for addressing needs identified and allocating resources which include housing, homeless, public service, public facilities, and infrastructure. Councilman Allen made a motion for the approval of the 2020-2024 Consolidated Plan and Annual Action Plan. The motion was carried. 2. Discussion of Substantial Amendment of 2019/2020 Annual Action Plan for CARES Act funding (CDBG-CV) Tammy Kilgore explained the Substantial Amendment. The City received $600,941 for CDBG-CV. She explained that we have to submit a Substantial Amendment for the 2019-2020 Annual Action Plan to include this funding to be able to spend the funding. We do not need to vote on it, but need to make everyone aware of the funding. Once the Consolidated Plan is done, we will be doing the Amendment. Some non-profit agencies have applied to use some of the funding. To use the funding, will have to use HUD’s definition of using the funding which is to Prevent, Prepare or Respond to Corona Virus.
