II. CALL TO ORDER
The meeting of the Parks and Recreation Committee was called to order by
Chairperson Guzman at 3:01 p.m. on June 10, 2019, in the City Hall Conference
Room.
III. ANNOUNCE MEMBERS IN ATTENDANCE
Councilperson Valerie Guzman, Chair
Councilperson Stacey Streetman
Councilperson Vondell Richmond
Councilperson Richard Garrett, Councilperson Travis Holleman were absent.
IV. ADOPTION OF MEETING MINUTES
● April 8, 2019
● May 8, 2019
Councilperson Streetman made a motion to adopt the minutes as presented.
Councilperson Richmond seconded the motion. A voice vote was taken. The
motion to adopt the minutes from the April and May meetings passed without
objection.

VII. DEPARTMENT REPORTS
● Branding Presentation (Jennifer Letourneau)
The Department’s new branding was presented by Jennifer Letourneau. She
explained how the new logo and branding would better express the
Department’s purpose. She explained the process staff and the consultants
have followed to develop the Department’s brand.

Ms. Letourneau shared the branding statement, logo and color palette.
● Project Update
Jennifer Letourneau shared the Department’s project update that included:
i. Swan Lake Pool Renovations: The pool opened on schedule. The final
walk through is scheduled for tomorrow.
ii. Crow Center roof project is complete. Some water intrusion was found
on the exterior of the building, but plans are underway to paint/seal the
exterior and gymnasium in the fall.
iii. Red River East is underway, but delayed due to flooding. The
contractor is making progress now with plans to finish in the fall. There
are plans to add a trail spur to tie into APSU.
iv. The racquetball room at the Kleeman Recreation Center is being
converted to workout area.
v. Lettie Kendall Park is getting a new restroom. The project has seen a
brief delay due to large rock. This is scheduled to be complete in
90-100 days.
vi. Staff are working on clean up the old Mason Rudolph Pool.
vii. The CXT flush restroom open at Heritage and old restrooms was
moved to Bel-Aire.
viii. Billy Dunlop pavilion is getting a facelift and the addition of unisex
resetroom. Renovations will include roof repairs.
ix. There was a pre-bid for the Smith Pool demolition this morning. The
pool will be filled, leveled and the area turned over to school.
● Opening Weekend Pool Data (Dan Carpenter)
Mr. Carpenter reported that April and May are busy for the Department. Opening
weekend of the pools is a ton of work for staff. The Department tripled the

attendance at Swan Lake in comparison to 2018. Attendance at the other pools
doubled

Jennefer Letourneau explained the fee updates reported. There were no
questions.
● Human Resources Report
Ms. Letourneau reported that staffing needs are high across the board. They
are in need of 5-7 lifeguards, two (2) facility managers, two (2) gym
assistants, 3 grounds and facility maintenance staff. The is a total of 11
vacant positions.
VIII. ADJOURNMENT
Councilperson Streetman made a motion to adjourn the meeting. Councilperson
Richamond seconded the motion. A voice vote was taken. The motion to
adjourn the meeting passed without objection.
