PARKS + RECREATION COMMITTEE SEPTEMBER 9, 2019 AT 3:00PM CITY HALL CONFERENCE ROOM, 4​TH​ FLOOR MEETING MINUTES I. PUBLIC COMMENTS None II. CALL TO ORDER The meeting of the Parks and Recreation Committee was called to order by Chairperson Guzman at 3:02 p.m. on September 9, 2019, in the City Hall Conference Room. III. ANNOUNCE MEMBERS IN ATTENDANCE Councilperson Valerie Guzman, Chair Councilperson Stacey Streetman Councilperson Richard Garrett Councilpersons Vondell Richmond and Travis Holleman were absent. IV. ADOPTION OF MEETING MINUTES ● July 8, 2019 Councilperson Streetman made a motion to adopt the minutes as presented. Councilperson Garrett seconded the motion. A voice vote was taken. The motion to adopt the minutes from the July meeting passed without objection. V. COUNCIL ACTION None VI. COMMITTEE ACTION None VII. DEPARTMENT REPORTS Councilwoman Guzman complemented the Parks and Police Departments on a successful Riverfest weekend. ● Project Update Jennifer Letourneau updated the Committee on the Sevier Station Improvements, Burt Cobb Roof Repair, Billy Dunlop Pavilion Renovation, Red River Trail Pedestrian Bridge, Franklin Street Tree Project, Lettie Kendall Restrooms, APSU Spur Trail, Smith Pool Demolition, Pollard Road Parking Parks and Recreation Committee Minutes Page | 2 September 9, 2019 Lot, Red River East Trail, Swan Lake and Mason Golf Course Cart Path, Bunker Renovations, Heritage Soccer Field Lighting and Recreation Center Office Renovations. ● Human Resources Report Jennifer Letourneau reported to the Committee new hires and vacancies in the Administrative Support, Aquatics, BCycle, Maintenance, Marketing, and Special Event Divisions. Councilwoman Guzman complemented the Department on a great Riverfest, especially with so many vacancies. ● Scooters This discussion item was originally added by Councilman Holleman who was absent. Councilwoman Guzman expressed her concerns with electric scooters in Clarksville. Michelle Austin explained the ongoing ban on electric scooters in Chattanooga and other community struggles. The Committee discussed their concerns that mostly include safety concerns to those citizens and visitors riding scooters, as well as pedestrians navigating the sidewalks with scooters. The discussion will be revisited next month when Councilman Holleman is in attendance. VIII. ADJOURNMENT Councilperson Streetman made a motion to adjourn the meeting. Councilperson Garrett seconded the motion. A voice vote was taken. The motion to adjourn the meeting at 3:28 p.m. passed without objection.
