PARKS + RECREATION COMMITTEE JULY 13, 2020 ​AT​ 3:00PM MEETING MINUTES IN AN EFFORT TO FACILITATE THE RESPONSE TO CORONAVIRUS DISEASE 2019 (COVID-19), THIS MEETING WILL BE CONDUCTED VIA GOOGLE MEET. AN AUDIO OR VIDEO RECORDING OF THE PROCEEDINGS WILL BE MADE AVAILABLE TO THE PUBLIC WITHIN 48 HOURS. MEMBERS OF THE PUBLIC ARE, BY LAW, ALLOWED TO ATTEND MEETINGS OF THE PARKS AND RECREATION COMMITTEE, BUT ARE STRONGLY DISCOURAGED TO DO SO AT THIS TIME. I. PUBLIC COMMENTS None II. CALL TO ORDER The meeting of the Parks and Recreation Committee was called to order by Chairperson Guzman at 3:00 p.m. on July 13, 2020. III. ANNOUNCE MEMBERS IN ATTENDANCE Councilperson Vondell Richmond Councilperson Travis Holleman Councilperson Stacey Streetman Councilperson Valerie Guzman Councilperson Garrett joined the meeting at 3:09 p.m. IV. ADOPTION OF MEETING MINUTES ● June 8, 2020 Councilperson Streetman made a motion to adopt the minutes as presented. Councilperson Holleman seconded the motion. A voice vote was taken and the motion to adopt the minutes passed without objection. V. COUNCIL ACTION None Parks + Recreation Committee Agenda Page | 2 July 14, 2020 VI. NEW BUSINESS None VII. OLD BUSINESS ● Reopening Plan-Specific to Basketball Jennifer Letourneau informed the Committee that basketball is considered a contact sport much like soccer and football. Local league play cannot safely open until Phase III, therefore the basketball goals will not be put back up at this time. VIII. DEPARTMENT REPORTS ● Human Resources Report Jennifer Letourneau discussed the positions currently available including Maintenance Specialist, Maintenance Technician, and Grounds Facility Maintenance Assistants. ● Projects Jennifer Letourneau reported on current and future projects including Freedom Point, Pollard Road parking lot, Red River Trail East, Billy Dunlop Park, Burt Cobb Recreation Center roof, Crow Recreation Center repairs, and Sevier Station. Councilperson Streetman inquired about the timeline for the work to be done at the Crow Recreation Center. Jennifer Letourneau answered that she believed it would be 60-90 days. Councilperson Richmond thanked Jennifer Letourneau for removing debris off of the Greenway. Jennifer responded that Michelle Austin’s staff moved quickly to address the problem. Councilperson Garrett requested that Jennifer Letourneau review the reopening plan for basketball again. Councilperson Garrett asked how many submissions came in for the land RFP. Jennifer Letourneau responded that only one had been submitted and would be reviewed shortly. Parks + Recreation Committee Agenda Page | 3 July 14, 2020 IX. ADJOURNMENT Councilperson Holleman made a motion to adjourn the meeting. Councilperson Streetman seconded the motion. A voice vote was taken. The motion to adjourn the meeting at 3:14 p.m. was passed. Meeting minutes were prepared by Leigh Harpel. Minutes were approved via Google Meet on August 10, 2020.

NEW BUSINESS ● Phased Reopening Plan Jennifer Letourneau updated the Committee on the COVID-19 Reopening Plan and how it was a collaborative effort with the County’s Parks and Recreation Department. Councilperson Garrett inquired about the status of the pavilions at Liberty Park. Jennifer responded that the pavilions were never closed to the public and we have resumed taking reservations for groups of 50 or less. Councilpersons Guzman and Holleman asked questions about the bathrooms at the Liberty Park. Jennifer explained that for the time being only the bathrooms next to the playground are open. She also mentioned the bathrooms at the larger facilities will be open for rentals. VII. OLD BUSINESS ● Recreation Center Land RFP Jennifer Letourneau reported on the status of Request for Proposals for Land Acquisition. She worked with the Legal and Purchasing Departments to put the RFP together. Councilperson Streetman commended Jennifer on her hard work and effort. VIII. DEPARTMENT REPORTS ● Human Resources Report Jennifer Letourneau announced that the Department is hiring again. The only full-time position currently available is Recreation Center Assistant Manager. Other positions available include Youth Sports Clinic Instructors, Weekend Facility Managers, Lifeguards, and Aquatics Cashiers. She explained the issues the Department is facing with the current social distancing guidelines. ● Projects Jennifer Letourneau discussed current and future projects including Burt Cobb Recreation Center’s new roof, Red River Trail East, Billy Dunlop Park, Crow Recreation Center repairs, Pollard Road parking lot, and Sevier Station.
