MEETING MINUTES
IN AN EFFORT TO FACILITATE THE RESPONSE TO CORONAVIRUS DISEASE 2019 (COVID-19), THIS
MEETING WILL BE CONDUCTED VIA GOOGLE MEET. AN AUDIO OR VIDEO RECORDING OF THE
PROCEEDINGS WILL BE MADE AVAILABLE TO THE PUBLIC WITHIN 48 HOURS. MEMBERS OF THE
PUBLIC ARE, BY LAW, ALLOWED TO ATTEND MEETINGS OF THE PARKS AND RECREATION

I. PUBLIC COMMENTS
● Jon Lewis
Last week, Jon Lewis was told that his children could not ride their bicycles on
the tennis court in one of the City’s parks. He would like the Parks and
Recreation Department to allow young children time during the week to do extra
activities on the tennis courts. He urged the Department to consider coming to a
compromise during the time of COVID-19.
II. CALL TO ORDER
The meeting of the Parks and Recreation Committee was called to order by
Chairperson Guzman at 3:00 p.m. on August 10, 2020.

Councilperson Garrett joined the meeting at 3:06 p.m.
Councilperson Vondell Richmond was absent.

Councilperson Streetman made a motion to adopt the minutes as presented.
Councilperson Holleman seconded the motion. A voice vote was taken and the
motion to adopt the minutes passed without objection.

VIII. DEPARTMENT REPORTS
● Human Resources Report
Jennifer Letourneau discussed vacant positions in the Department including 2
Grounds and Facility Maintenance Assistants, Administrative Support
Technician, Grounds and Facility Maintenance Technician, Athletic Coordinator,
15 seasonal/part-time positions, 3 Gym Assistants and 2 Athletic Facility
Managers.
● Projects
Jennifer Letourneau reported on current and future projects including Trice
Landing, Pollard Road parking lot, Red River East, Burt Cobb Recreation Center
windows, Crow Recreation Center, and Sevier Station.
Councilperson Guzman asked about the conflicting asbestos reports for the
restrooms at Trice Landing. Jennifer Letourneau gave more details on the two
reports and explained that David Smith will be working on the issue.
Jennifer Letourneau informed the Committee that she will be meeting with Mark
Holleman at Billy Dunlop Park later in the week to discuss a possible Greenway
connection. Jennifer Letourneau also discussed the challenges the Department
is facing at Billy Dunlop Park.
Jennifer Letourneau stated that the Golf Courses have been extremely busy.
Brad Damron reported that Swan Lake Golf Course has seen a significant

increase in attendance. A patron of the course told Brad that he has never seen
the course looking better.
Councilperson Garrett inquired if anyone else had shown interest in the Land
RFP. Jennifer informed him that no one else had responded.
IX. ADJOURNMENT
Councilperson Streetman made a motion to adjourn the meeting. Councilperson
Holleman seconded the motion. A voice vote was taken. The motion to adjourn
the meeting at 3:16 p.m. was passed.

● Reopening Plan-Specific to Basketball
Jennifer Letourneau informed the Committee that basketball is considered a
contact sport much like soccer and football. Local league play cannot safely open
until Phase III, therefore the basketball goals will not be put back up at this time.
VIII. DEPARTMENT REPORTS
● Human Resources Report
Jennifer Letourneau discussed the positions currently available including
Maintenance Specialist, Maintenance Technician, and Grounds Facility
Maintenance Assistants.
● Projects
Jennifer Letourneau reported on current and future projects including Freedom
Point, Pollard Road parking lot, Red River Trail East, Billy Dunlop Park, Burt
Cobb Recreation Center roof, Crow Recreation Center repairs, and Sevier
Station.
Councilperson Streetman inquired about the timeline for the work to be done at
the Crow Recreation Center. Jennifer Letourneau answered that she believed it
would be 60-90 days.
Councilperson Richmond thanked Jennifer Letourneau for removing debris off of
the Greenway. Jennifer responded that Michelle Austin’s staff moved quickly to
address the problem.
Councilperson Garrett requested that Jennifer Letourneau review the reopening
plan for basketball again.
Councilperson Garrett asked how many submissions came in for the land RFP.
Jennifer Letourneau responded that only one had been submitted and would be
reviewed shortly.

Councilperson Holleman made a motion to adjourn the meeting. Councilperson
Streetman seconded the motion. A voice vote was taken. The motion to adjourn
the meeting at 3:14 p.m. was passed.
