FIRE DEPARTMENT
ChicfMontgomery prcscnted his monthly repotts alld briefly discusscd thcm. Runs al℃
backing up EMS. He had a sholt power point fbr the conlnlittec and thcy arc attachcd for
the record He has it brokcn down into divisions and whatthey have done.

Maintenance Division is one of the hardest working groups at CFR. They work in that
hot building. L'or thc tuture we'te looking at flect rcliability. Currcntly looking at it.
Thcy are concetned with the aerials. Some are quite old. (1986) They are high dollar
(1.2 million each). Vehicle replacement plan. Some of the uses of our lleet ale being
looked into. Wc ride in Ford Explorers and when you look at having to command
something like a tornado we don't havo the availability of what we nccd in those
vehicles. Maintenance Chicf is rctiring the cnd of September. Will be looking into a 40
hour schedule fbr that department. Currently onZ4loff 48. When somconc's off we have
to oall in overtime. It stood out to me and thcy brought it to my atlention.
Training Division had 39 classcs - 316 attendees with 1301.5 hours. Have a pretty solid
trainingdivision. They are very activc. Havc a hiring pfoccss for 7 personnel (replacing
varioui positions). October'l start date with an 8 woek academy. Adjusting the schedtrlc
for easiCr planning for training -'Iuesday, Wedncsday, and Thursday. Will bc targeting
cerlifications for specific ranks. (officer levels having a oertain amount of tmining).
Will be training on structured incident command NI'PA dictates that)'
Suppr.ession Division. A,r.e evaluation command structure to addrass span of control and

-lf district. South cnd ofthc county are District clhiefs and Assistant
Chiefs. we have a major incident at Exit I I it could takc 1 5-20 minutes to get there.
You don,t have the same structure. Last year they lookcd at a Car I 2 and didn't explain
fully why itwas needed. will bc doing that this ycars. want to makc that District self -
supportive. Also working on solutions for the Blue Way. We respond but llMS.does the
sptiial operations. OuL mcn are standing on the side linc waiting for help We don't
need to bi in that position. EMS doesn't want to do thal and we are going to try to find a
way to address this. Special operations rcsponse can bc handled within tho department.
Are evaluations sraff levels, uic and needs. I low many people wc have on shift, a fair
number to eliminate overtime. This is lust to let you know what I'm trying to do'
councilman Henley asked what a burn permit. It was explained that when you want to
burn, especialty commercially, you have to get permission from the l-ire Departmcnt'
Certain criteria needs to be met. We also notify dispatch on those burns. Residential call
for permission to burn also. They have to meet specific criteria as well.
Wc're 7 hiling firefighters right now due to rctirements, etc. Tlris process is ovcr. Thc
next one will be next year. The process was cxplaincd to the Committee. Evetyonc is
treated the samc.
Talkcd about the fire truck that had issues before Chief Montgomety came on board.

Asked about thc program to put smoke dctectols in thoso noeded areas in Clarksville.
Thc State does providc them. We are starting with 100 and will wort with APSU to
install them. 'l'his will give crcdit to those shrdents with cornmunity service/outreach.
Regarding thc Bluc Way. CFR has one boat and it cannot access that. You get so far and
are unable to do anything. Waiting for EMS to come with theil boat. Ilavc a committee
working on that and with EMS to see whst they havc that we can usc. Ilave been
training with Ft. Campbell.
POLICE DEPARTMEN'I'
Chief Anslcy presented the dcpartment's monthly reports and advised that he would
answer any questions. Chief Ansley has met with thc District Attorney's Oliice to
discuss repeat offenderc. He mentioned onc well-known repeat offender, Randy Joe
Clark, who recently overdosed and was given Narcan.
Councilman Holleman asked about CPD's thoughts on the scooters. Chief stated that

he's heard they aren,t safe. From a safety standpoint they would cause problems.
arc causing Metro problems. If someone is dlinking it would be a DUI (operating a
motor vehicle).
CITY COUNCIL ACTION Rf,QTJIRXT)
Councilman Richmond made a motion to forward the Mutual Aid Agreement bctween
the city of clarksville,'fN and Austin Peay Statc university to thc full Council.
Councilman }itb seconded the motion. IJnanimous approval'
