PUBLIC SAFETY COMMITTEE MEETING MINUTES September 18, 2019 - 4:00 p.m. City Hall Conference Room Attending Committee Members: Councilman Jeff Henley, Chairman; Councilman Travis Holleman; Councilman Vondell Richmond; Councilwoman Wanda Smith Others Present: MayorJoe Pitts, Fire Chief Freddie Montgomery, Police ChiefAlonzo Ansley, Building & Codes Interim Director David Smith, Building Official Justin Crosby, Kathy Gray The meeting was called to order at 4:00 p.m.by Chairman Henley and it was noted there was a quorum. Minutes from the August 21,2019 meeting were approved by the committee after a motion was made by Councilwoman Smith and seconded by Councilman Richmond. BUILDING & CODES: -Mr. Smith stated that he would answer any questions regarding the monthly reports. Councilwoman Smith asked if the number of complaints received was out of the ordinary and Mr. Smith said it was not, and is actually on pace with grass growing season. FIRE DEPARTMENT: -Chief Montgomery gave a review of the monthly reports and asked for questions. He stated that Fire Prevention has been busy, that the Maintenance Assistant Chief will be retiring this month, and that they are going to a 40 hour schedule transition. They have put together a Blueway response team (three members from Station 10), and established a three year plan which will be accomplished by March. Clark Park, Dunlap Park, & Red River East will be access points. They are putting up signage and purchasing a drone to keep at Station 10. Mayor Pitts commended Chief Montgomery for this accomplishment. Councilman Richmond asked about the cause of a recent vehicle fire at Old Glory Distillery and Chief Montgomery said that he would find out and let him know. Councilwoman Smith asked about the bum ban and he said that it changes daily and citizens should call the department for updates. He said they are working on a better system of inquiry. Councilman Holleman suggested a color coded on-line indicator. Chief Montgomery reported that incident command mandatory training begins tomorrow. He stated that they are working to improve how they control scenes. POLICE DEPARTMENT: -Chief Ansley presented monthly reports and asked for questions. He said that the Bikers Who Care Toy Run and party is scheduled for this weekend and they have increased officers for security. We are also furnishing the Sky Watch. He reported that five arrests have been made in the recent Givens LanelSummit Heights homicide. Councilwoman Smith stated that she had been called by the Black Angels Motorcycle Club who said they are planning apartylevent for community unity. Chief Ansley said that he is not aware of this. Councilman Richmond commended the CPD for their presence and organization at Riverfest. Mayor Pitts also commended the CPD and the Community Relations Unit for a great job and for great presence in the community. Councilwoman Smith agreed and added her thanks. Chief Ansley said that MTAS representatives recently met with and surveyed fifteen officers and gave a positive finding, reporting a great culture within the department. Councilman Richmond asked how we can overcome negative public opinion. He feels that this is sad in light of the recent Money Magazine report on Clarksville being the #1 place to live. Councilwoman Smith said that we will always have crime. She suggested that we send reports to churches and the newspaper. Chief Ansley said that he can show stats which compare favorably to other cities. He added that we are transparent in our reporting and hide nothing to the public. CITY COUNCIL ACTION REQUIRED "A Resolution authorizing retirement of a Patrol Service Dog "Karma" from K-9 Unit and donation to Police Officer Joshua Swaffer" Chief Ansley stated that Karma is nine years old and has developed a degenerative disease which prevents him from performing duties of a Patrol Service Dog. We are asking that he be retired and donated to his handler, Joshua Swaffer. We will compensate him a small amount for veterinarian cost and food. The Resolution was approved by all after motion was made by Councilman Holleman and seconded by Councilman Richmond. There was no funher business. The minutes from July 17 were approved as presented. The minutes from August 1't were approved as amended (correcting Councilman Jeff Norris to Councilman Gary Noris). BUILDING & CODES DEPARTUIENT Mr. Smith presented his monthly reports and stated that he would answer any questions. Wesley Chapel Church dernolition will start in about 10 days. Dunkin Donuts is joining forces with Baskin Robbins on Wilma Rudolph Blvd. Talked about single family permits changes over the years but it was stated that they just go up and down tlu'oughout the year. Cost of construction is inflation but we're actually ahead. F'IRE DEPARTMENT Chief Montgomery prcsented his rnonthly reports and briefly discussed them. Runs are backing up EMS. He had a short power point for the committee and they are attached for the record. He has it broken down into divisions and what they have done. Fire Prevention staff attended a seminar for one week but still did 260 inspections, issued 12 commercial burn permits, installed 60 smoke detectots, had l1 public events, and rcviewed 15 sets of new plans. Working on a project with APSU and having students help with the installation of smoke detectors in the general area. Have tasked them with getting with different departments and being on the front end instead of the back. Maintenance Division is one of the hardest wolking gtoups at CFR. They wotk in that hot building. For the future we're looking at fleet reliability. Curtently looking at it. They are concetned with the aelials. Some are quite old. (1986) They are high dollar (1 .2 million each). Vehicle replacement plan. Some of the uses of our fleet are being looked into. We ride in Fo[d Explorers and when you look at having to command something like a tornado we don't have the availability of what we need in those vehicles. Maintenance Chief is retidng the end of September. Will be looking into a 40 hour schedule for that department. Currently on 24loff 48. When someone's off we have to call in overtime. It stood out to me and they brought it to my attention. Training Division had 39 classes - 316 attendees with 1301.5 houts. Have a pretty solid training division. They ate very active. Have a hiring process for 7 persomel (replacing vatious positions). October I start date with an 8 week academy. Adjusting the schedule for easier planning for training - Tuesday, Wednesday, and Thulsday. Will be targeting certifications for specific mnks. (Officer levels having a certain amount of training). Will be training on structured incident command (NFPA dictates that). Suppression Division. Are evaluation command structure to address span of control and self - supporting district. South end ofthe county are District Chiefs and Assistant Chiefs, If we have a major incident at Exit 11 it could take 15-20 minutes to get there. You don't have the same structure. Last year they looked at a Car 12 and didn't explain fully why it was needed, Will be doing that this yeals. Want to make that District self - supportive. Also working on solutions for the Blue Way. We respond but EMS does the special operations. Our men are standing on the side line waiting for help. We don't need to be in that position. EMS doesn't want to do that and we are going to try to find a way to address this. Special operations response can be handled within the department. Are evaluations staff levels, use and needs. How many people we have on shift, a fair number to eliminate ovefiime. This is.iust to let you know what I'm trying to do. Councilman Henley asked what a burn permit. It was explained that when you want to bum, especially commelcially, you have to get permission from the Fire Department. Certain criteria needs to be met. We also notify dispatch on those burns. Residential call for permission to burn also. They have to meet specific criteria as well. We're 7 hiring firefighters right now due to retirements, etc. This process is over. The next one will be next year. The process was explained to the Committee, Everyone is treated the same. Talked about the fite truck that had issues before Chief Montgomery came on board. That truck is in service. (Engine 7) Asked about the program to put smoke detectors in those needed areas in Clarksville. The State does provide them. We are starting with 100 and will work with APSU to install them. This will give credit to those students with cornmunity service/outreach. Regarding the Blue Way. CFR has one boat and it cannot access that. You get so far and are unable to do anything. Waiting for EMS to come with their boat' Have a committee working on that and with EMS to see what they have that we can use. Have been training with Ft. Campbell. POLICE DEPARTMENT Chief Ansley presented the deparhnent's monthly reports and advised that he would answer any questions. Chief Anstey has met with the District Attorney's Offtce to discuss repeat offenders. He mentioned one well-known repeat offender, Randy Joe Clark, who recently overdosed and was given Narcan. Councilman Holleman asked about CPD's thoughts on the scooters. Chief stated that he's heard they aren't safe. From a safety standpoint they would cause problems. They are causing Metro problems. If someone is &inking it would be a DUI (operating a motor vehicle). CITY COI]NCIL ACTION REQUIRED Councilman Richmond made a motion to forward the Mutual Aid Agrcement between the City of Clarksville, TN and Austin Peay State University to the full Council. Submitted by: Susan Hau{s Clarksville Fire Rescue RESOLUTION A RESOLUTION AUTHORIZING RETIREMENT OF A PATROL SERVICE DOG KARMA"FRONII K‑9 UNIT AND DONATION TO POLICE OFFICER JOSHUA SWAFFER; WHEREAS, the Clarksville Police Department (CPD) has previously established a K-9 Unit; and WHEREAS, the CPD K-9 Unit consists of certain Officers of the Clarksville Police Department and patrol service dogs; and WHEfuEAS, the CPD K-9 Unit purchased a patrol service dog named "Karma" approximately eight years ago; and WHEREAS, "Karma" has developed severe arthritis and Degenerative Joint Disease of the spine and hips which prohibits him from performing duties as a Patrol Service Dog.
