CALL TO ORDER SPECIAL CITY COUNCIL MEETING: 5:00 P.M.

The meeting was adjourned at 5:35 p.m. with no reportable action.

AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
Item #3 Consideration of Approval of the Clearlake Waste Solutions, Inc. Solid Waste Franchise Agreement
was deleted from the agenda.
An addendum to the agenda was posted on July 25th 2011: Item #5: Consideration of Appointment of the
City Administrator and Approving an At-Will Employment Agreement; Resolution No. 2011-15.

PRESENTATION
Mayor Overton presented the Lakeshore Lions Club with a Certificate of Appreciation for their efforts in
putting together the July 4th Celebration and fireworks display.
PUBLIC COMMENT –
Frank Taylor spoke regarding the budget and the small amount of reserve in the general fund. He stated
the Council needs a better understanding of how important the reserve is to the city.
Jo Bennett and Kim Lambert thanked the Council and staff for the use of the Council Chambers for their
non-profit class. Ms. Bennett also commended Chief Clausen and his officers for how they handled an
issue on her street.
Frank Zarate, the city’s representative on the Clear Lake Advisory Committee, reported on the progress of
the committee and the quagga mussel prevention. He gave a handout to the Council about the invasive
species.
CONSENT CALENDAR
1. Warrant Registers – Ratification and Approval of Warrants and Expenditures Certified by the
Director of Finance as Conforming with the Adopted Budget Pursuant to Government Code section
37208.

2. Consideration of Approval of City Council Minutes of June 9, June 17, June 22, and June 23,
2011.
ACTION: It was moved by Vice Mayor Luiz and seconded by Council Member Spittler to approve the
Consent Calendar as presented. The motion passed with a voice vote of 5-0-0.
BUSINESS
3. Consideration of Approval of the Clearlake Waste Solutions, Inc. Solid Waste Franchise Agreement.
This item was deleted from the agenda.
4. Consideration of Sending a Letter to Assembly Member Chesbro and Senator Evans Regarding
Redevelopment.
Chair Overton presented this item.
ACTION: It was moved by Member Spittler and seconded by Vice Chair Luiz to authorize the
Mayor to send a letter to Assembly Member Chesbro and Senator Evans regarding redevelopment
and add a paragraph about the effects of the elimination of redevelopment on Clearlake to the draft
letter. The motion passed with a voice vote of 5-0.

There was no action taken by Council on this item.
