REGULAR MEETING
JULY 12, 2012
CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M.
The Pledge of Allegiance was led by Mayor Luiz.

AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
Item #10, Introduction and First Reading of Ordinance No. 154-2012, An Ordinance of the City Council
of the City of Clearlake Adding Section 21 of Chapter 5, Police Regulations, of the Municipal Code of
the City of Clearlake Prohibiting Aggressive Panhandling, was deleted from the agenda.
PRESENTATIONS
Mayor Luiz presented a Certificate of Appreciation to the Lake County Animal Coalition.
PUBLIC COMMENT –
Haley Pallas spoke regarding animal control conditions for the animals and the need for more staff.
Linda Pallas spoke regarding animal control on citing residents for unaltered animals and the lack of
animal control staff.
Rita and Kathy Langlais spoke on the lack of city staff to support the demand for services.
Rick Mayo announced the 30 year anniversary of the NAACP, Lake County Branch, on August 11th at the
B&G Tire parking lot.
Don (no last name given) spoke on the Animal Coalition and thanked them for their efforts.
Brandon Clark spoke on the Animal Coalition and the lack of staff in Animal Control.
Tracy (no last name given) spoke regarding road conditions in the city and the need for code enforcement.

Henry Citti spoke regarding individuals building on Pearl Avenue without the proper permits.
Christy Barnes spoke regarding the Animal Coalition and the need for proper facilities for the animals, as
well as road conditions in the city.
CONSENT CALENDAR
1. Warrant Registers – Ratification and Approval of Warrants and Expenditures Certified by the
Director of Finance as Conforming with the Adopted Budget Pursuant to Government Code section

ACTION: It was moved by Council Member Overton and seconded by Vice Mayor Spittler to approve
the Consent Calendar as presented. The motion passed with a voice vote of 5-0.
BUSINESS
8. Discussion on Proposed City Sales Tax Measure for the November 2012 Ballot for Road
Improvements and Code Enforcement, including a Presentation by Lake County Supervisor
Anthony Farrington (Agenda Addendum adding bolded wording posted July 9th, 2012)
Joan Phillipe gave the staff report. Supervisor Farrington spoke on the item.
ACTION: It was the consensus of the Council to support the County lake tax and to invite Supervisor
Farrington to return to the next Council meeting to present an expenditure plan. It was moved by

Council Member Overton and seconded by Vice Mayor Spittler to move forward with a one percent
sales tax with proceeds going 75% toward roads and streets maintenance and 25% going toward code
enforcement and to proceed without the tax having a sunset clause. The motion passed unanimously.
9. Consideration of Scheduling the 2012-2013 Budget Workshop
Joan Phillipe gave the staff report.
ACTION: It was the consensus of the Council to hold the Budget Workshop on July 19th at 5:30
p.m.
11. Receipt of Overview of Redevelopment Trailer Bill AB1484
Joan Phillipe gave the staff report. There was no action taken by Council on this item.
