MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING APRIL 25, 2013 CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Jeri Spittler, Mayor Denise Loustalot, Vice Mayor Gina Fortino Dickson, Councilmember Joey Luiz, Councilmember Joyce Overton, Councilmember Staff: Joan Phillipe, City Manager Craig Clausen, Chief of Police Melissa Swanson, City Clerk AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS Item #2, Minutes of the February 28, March 14, March 21, March 28, and April 11, 2013 was continued to the May 9th meeting. PUBLIC COMMENT – Bill Shield commented on Councilmember Luiz’s request to have a discussion item on the agenda regarding Sheriff Rivero. Estelle Creel spoke regarding the taxi ordinance adoption process. CONSENT CALENDAR 1. Consideration of Resolution No. 2013-07 Adopt Resolution approving the Fee Schedule for Taxi Cabs and Other For-Hire Vehicles 2. Minutes of the February 28, March 14, March Receive and file (CONTINUED TO THE MAY 9TH 21, March 28, and April 11, 2013 Meetings MEETING) 3. Minutes of the March 13 Lake County Vector Receive and file Control District Citizen Estella Creel pulled item #1 for discussion and separate action. ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Loustalot to approve Item #3 as presented. The motion passed with a 5-0 voice vote. Ms. Creel discussed Item #1 with staff. CCM 04-25-13 Page 1 of 2 ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Overton to adopt Resolution No. 2013-07 and read it by title only. The motion passed with a 5-0 voice vote. BUSINESS 4. Award of Bid for Austin and Arrowhead Roads Safe Routes to School Projects (Project #SR2SL- 5427(024) and (025)) to Robert J. Frank Construction Company City Manager Phillipe gave the staff report. ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Fortino Dickson to award the bid for Austin and Arrowhead Roads Safe Routes to School Projects to Robert J. Frank Construction Company. The motion passed with a unanimous voice vote of 5-0. 5. Consideration of Ordinance No. 2013-160: An Ordinance of the City Council of the City of Clearlake Amending Chapter 2, Section 2-1.2 of the City of Clearlake as it Relates to Councilmember Salaries City Manager Phillipe gave the staff report. ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Loustalot to introduce ordinance by title only, waive further reading and schedule for second reading and adoption on May 9, 2013. The motion passed with a voice vote of 5-0. 6. Discussion of Proposal for the City and the Clearlake Chamber of Commerce to Co-Sponsor a Trunk or Treat Event for Halloween 2013 Mayor Spittler led the discussion on this item. ACTION: It was the consensus of the Council to form a committee with the Chamber of Commerce to plan the event.
