PRESENTATION
Councilmember Fortino Dickson presented a Proclamation Declaring April 2013 as Child Abuse Prevention
Month.
Mayor Spittler presented a Proclamation Declaring April 2013 as Donate A Life Month.
PUBLIC COMMENT –
Bill Shield commented on Councilmember Luiz’s request to have a discussion item on the last agenda
regarding Sheriff Rivero.
CONSENT CALENDAR
3. Consideration of Resolution No. 2013-06: A Adopt Resolution
Resolution of the City Council of the City of
Clearlake Designating the City Manager as the
Authorized Agent for the City of Clearlake with
the California Emergency Management Agency
4. Public Works Department Quarterly Report Receive and file
5. Police Department Quarterly Report Receive and file
6. City Clerk Department Quarterly Report Receive and file
7. Engineering Department Quarterly Report Receive and file
Mayor Spittler pulled item #5 for discussion and separate action.
ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Loustalot to
approve the Consent Calendar as presented. The motion passed with a 4-0-1 voice vote, with
Councilmember Luiz absent.
Item #5 was discussed with staff.
ACTION: It was moved by Councilmember Fortino Dickson and seconded by Councilmember
Overton to receive and file the Police Department Quarterly Report. The motion passed with a 4-0-1
voice vote, with Councilmember Luiz absent.
BUSINESS
8. Midyear Financial Report
City Manager Phillipe and Interim Director of Finance Dilles gave the staff report.
ACTION: It was moved by Councilmember Overton and seconded by Councilmember Fortino
Dickson to approve Budget Adjustment #2013-01 to FY 2012-13. The motion passed with a 4-0-1 voice
vote, with Councilmember Luiz absent.
9. Consideration of Ordinance No. 2013-140: An Ordinance of the City Council of the City of Clearlake
Regulating Taxi Cabs and Other Vehicles for Hire

City Manager Phillipe gave the staff report.
ACTION: It was moved by Councilmember Fortino Dickson and seconded by Councilmember
Overton to hold the second reading of the ordinance, waive reading, and adopt Ordinance No. 2013-
140. The motion passed with a 4-0-1 voice vote, with Councilmember Luiz absent.
10. Discussion Regarding Memorial Tree Plantings in City Parks
City Manager Phillipe gave the staff report.
ACTION: It was the consensus of the Council to direct the City Manager to review policies
regarding memorial tree plantings in city parks.
CITY MANAGER’S REPORT
COUNCIL MEMBERS CALENDAR, TRAVEL AND REPORTS
Mayor Spittler asked for and received consensus to direct staff to bring back to the Council a
discussion on creating a Trunk or Treat Halloween event.
ADJOURNMENT
There being no further business to conduct, the meeting was adjourned at 7:40 P.M.
