4. Consideration of Proposed Amendments to the Motion to approve changes to the League’s bylaws as
League of California Cities Bylaws presented
ACTION: It was moved by Council Member Fortino Dickson and seconded by Council Member
Loustalot to approve the Consent Calendar as presented. The motion passed with a 5-0 voice vote.
BUSINESS
5. Presentation of Funding for Highland Park Visitor’s Center by Lake County Supervisor Jeff Smith
There was no action by Council on this item.
6. Presentation by Jackie Lisi, Sustainability and Energy Efficiency Specialist for the Community
Development Commission of Mendocino, on the Greenhouse Gas Inventory
There was no action by Council on this item.
7. Consideration of Ordinance No. 2013-140: An Ordinance of the City Council of the City of Clearlake
Regulating Taxi Cabs and Other Vehicles for Hire
City Manager Phillipe gave the staff report.
ACTION: It was moved by Council Member Overton and seconded by Council Member Luiz to
introduce Ordinance No. 2013-140 by title only, waive further reading and schedule second reading
and adoption at the April 11, 2013 regularly scheduled Council meeting. The motion passed with a
unanimous voice vote of 5-0.
8. Discussion on Recent Developments Involving Lake County Sheriff Rivero
Council Member Luiz led a discussion on this item. No action was taken by Council.
9. Consideration of Recommendation to Award the Bid for the City’s Website
City Manager Phillipe gave the staff report.
ACTION: It was moved by Council Member Luiz and seconded by Vice Mayor Loustalot to award
the website contract to CivicPlus. The motion passed with a 4-0-1 voice vote, with Mayor Spittler
dissenting.

COUNCIL MEMBERS CALENDAR, TRAVEL AND REPORTS
Mayor Spittler asked for and received consensus to direct staff to bring back to the Council a
discussion on having citizens plant trees at Austin Park in memoriam of a loved one.
