AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
City Manager Phillipe announced a change to Item #2, Consideration of Resolution No. 2013-19 A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLEARLAKE APPROVING A
TEMPORARY STREET CLOSURE, for the Annual Christmas Parade and Tree Lighting. The date in
the staff report is incorrect and should be changed to December 7, 2013.
ANNOUNCEMENT FROM CLOSED SESSION
Mayor Overton announced that the Council had moved to deny a claim for damages by Michael Johnson in
closed session with a vote of 5-0. The Council also voted to deny a claim for damages by William Orr with a
vote of 4-0-1, with Vice Mayor Loustalot abstaining.

PRESENTATIONS
PUBLIC COMMENT –
Estella Creel spoke regarding an October 9, 2012 incident involving animal control and a stray animal she
has on her property. She stated she has suffered at the hands of city officials.
Bill Shields stated his concern about the money spent on the special election for Measure H.

4. Receipt of Proposed City Hall Holiday Schedule Approve
ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Loustalot to
approve Items #1 through #4 as presented with the changes given by the City Manager above. The
motion passed with a 5-0 voice vote.
BUSINESS
5. Presentation of the Today in America Segment Showcasing Clearlake
This item was postponed to the December 12, 2013 meeting.
6. Introduction and First Reading of Ordinance No. 2013-165: An Ordinance of the City Council of the
City of Clearlake Amending 18-3.300 “DD” Design District by Adding Sections 18-3.304 (f) (g) (h)
and (i) and Amending Section 18-3.304 (c) Regarding Permitted and Conditional Uses and height
Limitations in the C-2-DD and c-3-DD Zone Districts and by Reference Adopting Remaining
Provisions of the June 2008 Lakeshore Drive Design Guidelines as 18-3.304 (j)
City Manager Joan Phillipe gave the staff report.
ACTION: It was the consensus of the Council to provide specific comments on the Lakeshore
Guidelines for a future discussion, have another workshop in early 2014, refer the Guidelines back
to the Planning Commission for review and recommendation while providing notice to property
owners on Lakeshore Drive, and renew the Lakeshore Drive building moratorium at the December
meeting.

Councilmember asked for and received consensus for a presentation by the Audubon Society
similar to the one done for the Board of Supervisors.
Councilmember Fortino Dickson asked for and received consensus to contact the Director of
Veterans Administration for a presentation on the services provided in Clearlake.

There being no further business to conduct, the meeting was adjourned at 7:35 P.M.
