JANUARY 9, 2014
CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M.
Roll Call. Present: Denise Loustalot, Mayor
Gina Fortino Dickson, Vice Mayor

AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
There were no deletions or additions to the agenda.
PRESENTATIONS
Chief Clausen gave a presentation of Commendations to Officers Cook, Parson, Reagan, Carpenter, and
Dietrick.
PUBLIC COMMENT –
Mike Vandiver stated he felt the communication between the City Council and the Planning Commission
needed improvement in regards to the Lakeshore Drive Design Guidelines and about the Lakeshore Drive
building moratorium.
Bill Shields spoke regarding Item #7 on the agenda and was told by the Mayor the proper time to speak
would be at the time of the item, not during Public Comment.

5. Approval of the Fair Political Practices Form Approve Form 806
806 Reporting Public Official Appointments
ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Overton to
approve the Consent Calendar as presented. The motion passed with a 5-0 voice vote.
BUSINESS
6. Update from Gloria Flaherty of the Lake Family Resource Center on the Warming Center with Request for
Consideration of Financial Contribution in the Amount of $1,000
City Manager Phillipe distributed a memo to the Council outlining crime statistics for calls for service at the
warming center.
ACTION: It was the unanimous consensus of the Council to defer action to the mid-year budget
review.
7. Consideration of Award of a Contract with Price Consulting Services for the State Mandated Housing
Element Update for the Period 2014-2019 and an Optional Task to Update the Zoning Code as Necessary to
Meet Housing Element Requirements
City Manager Phillipe gave the staff report.
ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Overton to
award the contract to Price Consulting Services in an amount not to exceed without prior
authorization $25, 455. The motion passed with a unanimous roll call vote of 5-0.
8. Consideration of Termination of the Emergency Declaration of November 21-22, 2013
City Manager Phillipe gave the staff report.
ACTION: It was moved by Councilmember Overton and seconded by Councilmember Luiz to
terminate the Emergency Declaration of November 21-22, 2013. The motion passed with a unanimous
roll call vote of 5-0.
Mayor Loustalot called for a break from 7:12 to 7:17.
9. First Reading of Ordinance No. 2014-166, An Ordinance of the City Council of the City of Clearlake
Amending the City’s Purchasing System Ordinance No. 121-2006 to Provide for Local Vendor Preference
City Manager Phillipe gave the staff report. She reported the City Attorney had recommended changes to the
ordinance and those changes were distributed to the Council.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Spittler to
hold the first reading of Ordinance No. 2014-166, read it by title only, waive further reading, and set
second reading for the January 23, 2014 regular Council meeting. The motion passed with a
unanimous roll call vote of 5-0.
10. Consideration of Appointing Councilmembers as Representatives to the League of California Cities
Redwood Empire Division, Resolution No. 2014-01: A Resolution of the City Council of the City of
Clearlake Appointing Representatives to Represent and Vote on Behalf of the City at the League of California

Cities, Redwood Empire Division Business Meetings and Represent the City and Vote at the Division
Legislative Committee Meetings
Mayor Loustalot appointed Councilmember Luiz as representative and herself as alternate.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Spittler
to adopt Resolution No. 2014-01, A Resolution of the City Council of the City of Clearlake
Appointing Representatives to Represent and Vote on Behalf of the City at the League of California
Cities, Redwood Empire Division Business Meetings and Represent the City and Vote at Division
Legislative Committee Meetings, and read it by title only. The motion passed with a unanimous
roll call vote of 5-0.
11. Mayor’s Appointments
Mayor Loustalot made the annual appointments to various city and county committees. The final list is
hereby attached and made a part of the record.
ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Fortino Dickson to
approve the Mayor’s Appointments. The motion passed with a unanimous roll call vote of 5-0.
CITY MANAGER AND COUNCILMEMBER REPORTS
ACTION: Vice Mayor Fortino Dickson asked for and received a unanimous consensus to discuss
the sales tax measure on a future agenda.

There being no further business to conduct, the meeting was adjourned at 8:00 P.M.
