AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
City Manager Phillipe asked that the Council move Item #10, Presentation on City’s New Website, and
Item #10A, Presentation of the Today in America Segment Showcasing Clearlake, to after Item #12. The
Council agreed by consensus to do so.

Mayor Overton announced there was no reportable action from the closed session.

PUBLIC COMMENT –
Bill Shields spoke regarding Veteran’s Day and stated there was disrespect to the veterans by the Record
Bee. He asked the Council to draft a letter to the Record Bee to ask the publication to apologize. He
further stated flags were not lowered to half-staff.
Mike Vandiver spoke in favor of the Lakeshore Drive building moratorium and volunteered to be on a
committee if one is formed.
Michael Hessenen (unknown spelling) spoke regarding youth sports and wants to start a youth activity
center for sports. He was referred to speak to Mayor Overton.
Rick Mayo spoke regarding Nelson Mandela’s passing.

ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Loustalot to
approve the Consent Calendar as presented. The motion passed with a 5-0 voice vote.
BUSINESS
8. Presentation by Jim Steele, Member of Clear Lake Satellite Imaging Project Advisory Committee, on
Clear Lake (an interpretation of Clear Lake Nutrient and Cyanobacteria Processes through Satellite Imagery)

There was no action by Council on this item.
Due to technical difficulties with the remaining presentations, Council approved hearing Items #13 and
#11 next.
13. Update on November 21 and 22 Windstorm Damage and Request for Determination Not to Terminate the
Declaration of Local Emergency Issued on November 23, 2013 and Ratified by Council Action November 25,
2013
City Manager Phillipe gave the staff report.
ACTION: It was moved by Councilmember Fortino Dickson and seconded by Councilmember Luiz to
keep the declaration of emergency active. The motion passed with a 5-0 voice vote.
11. Report on New Law Requiring Public Report on Action and Vote of Each Councilmember in Open
Session
City Clerk Swanson gave the staff report. There was no action taken by Council on this item.
Mayor Overton called for a break from 7:10 p.m. to 7:25 p.m.
9. Presentation of Draft Final Lakeshore Downtown Corridor Plan by Josh Meyer of the Local
Government Commission (as agendized in the December 12, 2013 Agenda Amendment No. 1 distributed
on December 9, 2013)
There was no action taken by Council on this item.
Due to time constraints of the auditor, Council gave consensus to take Item #12 next.
12. Presentation by Kenneth Pun of Pun & McGeady of Basic Financial Statements and Independent
Auditor’s Report for the Year Ended June 30, 2012
ACTION: It was moved by Councilmember Fortino Dickson and seconded by Councilmember Spittler
to receive and file the audit report. The motion passed with a 5-0 voice vote.
10. Presentation on City’s New Website
City Clerk Swanson gave the presentation. There was no action taken by Council on this item.

15. Appointment of the 2014 Mayor and Vice-Mayor

ACTION: Councilmember Luiz nominated Vice Mayor Loustalot for the mayor’s seat for 2014. The
motion was seconded by Councilmember Fortino Dickson and passed with a 5-0 voice vote. Vice
Mayor Loustalot nominated Councilmember Fortino Dickson for the vice-mayor’s seat for 2014. The
motion was seconded by Councilmember Luiz and passed with a 5-0 voice vote.

There being no further business to conduct, the meeting was adjourned at 9:55 P.M.
