MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING AUGUST 28, 2014 CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Joey Luiz, Councilmember Joyce Overton, Councilmember Jeri Spittler, Councilmember Staff: Joan Phillipe, City Manager Craig Clausen, Chief of Police Adeline Brown, Deputy City Clerk Chris Becnel, Director of Finance Ryan R. Jones, City Attorney Doug Herren, Director of Public Works AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS There were no changes to the agenda. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton to approve the agenda as submitted. The motion passed with a unanimous roll call vote. PRESENTATIONS Presentation to Chief Clausen of His Peace Officer Standards and Training Executive Certificate PUBLIC COMMENT – Rick Mayo spoke on missed opportunities in the community for jobs. Bill Shields spoke on marketing the city and the condition of various areas within the city. Chuck Leonard spoke about the color of the building on Lakeshore Drive of the new business, Smoke on the Water. Bruno Sabatier reminded the Council of the cleanup by Pomo School on Saturday, August 30th. Mike Heinz commended Public Works for doing what they can with limited resources. Minutes of the July 9, 2014 Lake County Vector Receive and file Control District Meeting 4. Police Department Quarterly Report Receive and file 5. Engineering Department Quarterly Report Receive and file 6. Finance Department Quarterly Report Receive and file 7. City Clerk Department Quarterly Report Receive and file 8. Public Works Department Quarterly Report Receive and file 9. Consideration of a Memorandum of Authorize the city manager to execute a Understanding with the Konocti Unified School Memorandum of Understanding with Konocti District for a School Resource Officer Unified School District for a School Resource Officer 10. Consideration of Resolution No. 2014-18 A By motion, adopt resolution RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLEARLAKE APPROVING A TEMPORARY STREET CLOSURE, for Spirits on the Loch, Steampunk Event 11. Notification of the Resignation of Planning Accept resignation and authorize the city clerk to Commissioner Al Bernal accept applications from interested citizens for the open seat ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Fortino Dickson to accept the Consent Calendar as presented. The motion passed with a unanimous roll call vote. BUSINESS 12. Consideration of Resolution No. 2014-19: A Resolution of the City Council of the City of Clearlake Adopting and Authorizing the City Manager to Sign a Memorandum of Agreement with the Koi Nation of Northern California Establishing Programs for Preserving Cultural Resources City Manager Phillipe gave the staff report. ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Overton to adopt Resolution No. 2014-19 approving the Memorandum Of Agreement with the Koi Nation of Northern California Establishing Programs for Preserving Cultural Resources and to authorize the City Manager to sign. The motion passed with a unanimous roll call vote. Page 2 of 3 13. Report from City Attorney Regarding U.S. Supreme Court Decision that Local Governments May Open Meetings with Sectarian Prayer and Discussion to Consider Adding an Invocation to the City Council Meeting Agendas City Manager Phillipe and City Attorney Jones gave the staff report. ACTION: It was the consensus of the Council to direct staff to bring forward a policy on invocations at Council meetings. 14. Street Light Selection for Lakeshore Drive Director of Public Works Herren gave the staff report. ACTION: It was the consensus of the Council to concur with the staff recommendations on this item.
