Jones, City Attorney CLOSED SESSION PURSUANT TO GOVERNMENT CODE SECTION 54957: Public Employee Discipline, Dismissal, and Release Closed Session was adjourned at 5:40 P.M. with no action taken by the Council. Jones, City Attorney AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS There were no changes to the agenda. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton to approve the agenda as submitted. The motion passed with a unanimous roll call vote. PRESENTATIONS CCM 09-11-14 Page 1 of 3 1. Presentation to the Clearlake Police Department of Donations for Body Cameras 2. Presentation of a Proclamation Declaring September as Childhood Cancer Awareness Month PUBLIC COMMENT – Bruno Sabatier stated that Sunday, September 28th would be Superhero Day in Austin Park. Bill Shields spoke regarding the American flag and stated it deserved respect. Jeff Smith spoke regarding monies received by the city from the County of Lake for several projects and programs throughout the city. Consent Items Recommended Action 3. Preliminary Report of Operations FYE 2014 Receive and file Citizen Chuck Leonard pulled item #4 for discussion and separate action. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton to accept Items #3 and #5 as presented. The motion passed with a unanimous roll call vote, with Councilmember Luiz absent. Item #4 was discussed and City Manager Phillipe answered Mr. Leonard’s questions on the item. ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Fortino Dickson to accept Item #4 as presented. The motion passed with a unanimous roll call vote, with Councilmember Luiz absent. PUBLIC HEARING: 6. Consideration of Updating the City’s Program Income Reuse Plan City Manager Phillipe gave the staff report. Mayor Loustalot opened the Public Hearing at 6:40 p.m. There was no public comment on this item. ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Fortino Dickson to adopt Resolution No. 2014-20, A RESOLUTION OF THE CLEARLAKE CITY COUNCIL ADOPTING A REVISED PROGRAM INCOME REUSE PLAN FOR INCOME RECEIVED BY THE CITY THAT HAS BEEN GENERATED FROM THE USE OF CDBG FUNDS, and read it by title only. The motion passed with a unanimous roll call vote, with Councilmember Luiz absent. BUSINESS Page 2 of 3 7. Bi-Annual Presentation by Linda Burton, Executive Director of the Highlands Senior Service Center (HSSC), on the HSSC Operations Ms. Burton gave the presentation. No action was taken by Council on this item. 8. Consideration of Resolution No. 2014-21: A Resolution of the City Council of the City of Clearlake Adopting Non-Substantive Changes, in Compliance with the Election Code, to the Previously Approved Ballot Label for the Measure Seeking Approval of a Transactions and Use Tax of One-Half Percent for Citywide Cleanup and Improvement (Amendment No. 1 added on September 8th, 2014) City Clerk Swanson gave the staff report. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Spittler to adopt Resolution No. 2014-21: A Resolution of the City Council of the City of Clearlake Adopting Non-Substantive Changes, in Compliance with the Election Code, to the Previously Approved Ballot Label for the Measure Seeking Approval of a Transactions and Use Tax of One- Half Percent for Citywide Cleanup and Improvement, and read it by title only.
