MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING SEPTEMBER 25, 2014 CALL TO ORDER CLOSED SESSION CITY COUNCIL MEETING: 5:34 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Joey Luiz, Councilmember Joyce Overton, Councilmember Jeri Spittler, Councilmember Staff: Joan Phillipe, City Manager Ryan R. Jones, City Attorney CLOSED SESSION PURSUANT TO GOVERNMENT CODE SECTION 54957: Public Employee Discipline, Dismissal, and Release Closed Session was adjourned at 5:50 P.M. with no action taken by the Council. CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Joey Luiz, Councilmember Joyce Overton, Councilmember Jeri Spittler, Councilmember Staff: Joan Phillipe, City Manager Ryan R. Jones, City Attorney Melissa Swanson, City Clerk Chris Becnel, Director of Finance Craig Clausen, Chief of Police AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS There were no changes to the agenda. ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Overton to approve the agenda as presented. The motion passed with a unanimous roll call vote. PUBLIC COMMENT – Bill Shields spoke regarding “hits and misses” of the Council. He stated a group of people are trying to devalue property values and buy property for less than the real value. Fred Vaio commended Public Works for trimming trees at the Senior Center. CCM 09-25-14 Page 1 of 3 Dorothy White stated she has an RV on her street with people living in it. She was referred to staff. Preston Dickenson with AT&T External Affairs Organization introduced himself to the Council. Consent Items Recommended Action 1. Warrant Registers Receive and file 2. Consideration of Accepting For Filing the 2014 Accept for filing the 2014 Local Agency Biennial Local Agency Biennial Notice Regarding Notice submitted by the City of Clearlake Amendments to the Conflict of Interest Code 3. Minutes of the August 13, 2014 Lake County Receive and file Vector Control District Meeting ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Overton to accept the Consent Calendar as presented. The motion passed with a 5-0 roll call vote. BUSINESS 4. Consideration of Adoption of Resolution No. 2014-22: A Resolution of the City Council of the City of Clearlake Establishing a Policy Regarding Invocations at Meetings of the City Council of the City of Clearlake City Attorney Jones gave the staff report. The Council consensus was to change the word “prayer” to “invocation” throughout the resolution where appropriate. ACTION: It was moved by Councilmember Overton and seconded by Councilmember Luiz to adopt Resolution No. 2014-22: A Resolution of the City Council of the City of Clearlake Establishing a Policy Regarding Invocations at Meetings of the City Council of the City of Clearlake with the change suggested and read it by title only. The motion passed with a 5-0 roll call vote. 5. Consideration of Adoption of Resolution No. 2014-23: A Resolution of the City Council of the City of Clearlake Opposing Proposition 47 Chief Clausen gave the staff report. The Council took no action on this item. 6. Report on Re-Establishing City of Clearlake Parks and Recreation Committee City Manager Phillipe gave the staff report. The Council took no action on this item. 7. Ratification of Mayor’s Appointment to Fill Vice-Mayor Fortino-Dickson’s Remaining Term on the Area Planning Council ACTION: Mayor Loustalot appointed herself to the Area Planning Council. It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Luiz to ratify Mayor Loustalot’s appointment.
