CALL TO ORDER CLOSED SESSION CITY COUNCIL MEETING: 5:30 P.M.

CONFERENCE WITH LEGAL COUNSEL--ANTICIPATED LITIGATION
Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Section 54956.9: One
potential case
Closed Session was adjourned at 5:47 P.M. with no action taken by the Council.

AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
City Manager asked the Council to approve taking the Business Items in reverse order.
ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Fortino Dickson to
approve the changes proposed by the City Manager. The motion passed with a unanimous roll call
vote.
PUBLIC COMMENT –
Nancy Dingler spoke regarding the speed limit on Country Club Drive. She stated cars go too fast and
several animals have been hit by vehicles. She stated she has a service request submitted for an open hole
on her street. She also wanted signage for the local parks and a park put across the street from her home.

Rick Mayo spoke regarding the Brown Act. He asserted the public should be able to comment on
Councilmember Reports. He further stated the public is able to criticize the Council during comments.
Aqeela El-Amin Bakheit stated she supports what Mr. Mayo stated in his comments and issues are
ongoing and unresolved. She stated people are offended when their rights are violated.
Bill Shields stated that a subject was threatening to commit suicide at Councilmember Luiz’s house and
asked Councilmember Luiz if it was he who had threatened.
Estelle Creel spoke regarding comments Councilmember Luiz made at the Chamber of Commerce dinner
and was told this subject was not within the Council’s jurisdiction. Councilmember Overton called a
point of order.
Bruno Sabatier stated there would be a Candidate Forum at the Youth Center on Monday, October 13th at
6:00 p.m. and Trunk or Treat would take place there on Halloween.
Consent Items Recommended Action
1. Warrant Registers Receive and file
2. Consideration of Temporary Street Closure of a Motion to approve Resolution No.2014-23 of the
portion of Lakeshore Drive and Golf Avenue City Council of the City of Clearlake Authorizing the
between Lakeshore Drive and Ballpark Avenue Temporary Closure of a portion of Lakeshore Drive
for Special Event and Golf Avenue for the purpose of conducting the
Lake County Youth Services, 2nd Annual Trunk or
Treat event, and read it by title only
Citizen Aqeela El-Amin Bakheit pulled Consent Item #2 for discussion and separate action.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Spittler
to accept Item #1 as presented. The motion passed with a 5-0 roll call vote.
Item #2 was discussed by Ms. Bakheit, who asked questions of staff.
ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Overton to
accept Item #2 as presented. The motion passed with a 5-0 roll call vote.
BUSINESS
4. Consideration of Contribution to the Lake Leadership Summit in the Amount of $250
City Manager Phillipe gave the staff report.
ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Spittler to
approve the contribution. The motion passed with a 5-0 roll call vote.
3. Consideration of Appointment of a Vacant Planning Commission Term Ending March 11, 2015
Councilmember Overton recused herself from the discussion and appointment due to one of the applicants
being a Board Member of the Lake County Youth Services organization, an organization for which she is
a volunteer.

ACTION: The Council interviewed and heard comments from each applicant and responses to
questions. The Council took a break from 7:10 p.m. to 7:17 p.m. It was moved by Councilmember
Luiz and seconded by Vice Mayor Fortino Dickson to appoint Michael Vandiver to the vacant
Planning Commissioner term ending on March 11, 2015.
