Due to a lack of a quorum, the November 13, 2014 Regular Council meeting was adjourned to November

AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
City Manager Phillipe asked the Council to reschedule Item #6, Discussion /Consideration of the
Council’s Conceptual Approval of Development of County Owned Property Located at 15837 18th
Avenue, Clearlake CA 95422 (APN 010-043-001), for the Development of a Veteran’s Housing Project
as Well as Consideration of Waiving Fees for Any Required Amendments to the General Plan or Zoning
Designations, and Item #10, Consideration of Request to Use City-Owned Property Located at 14061
Lakeshore Drive for the Purpose of a Warming Center to the December 11th meeting.
ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Fortino Dickson to
approve the agenda as amended. The motion passed with a unanimous roll call vote.

Clearlake Approving a Temporary Street
Closure, for the Annual Christmas Parade and
Tree Lighting
City Manager Phillipe announced a change to Item #3 stating the date of the December meeting in
the staff report should have read “December 11.”
City Manager Phillipe announced a change to Item #5 stating the staging of the Christmas Parade
would be at 5:00 p.m. with the parade beginning at 6:00 p.m.
ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Overton to
accept the Consent Calendar as corrected. The motion passed with a 5-0 roll call vote.
BUSINESS
6. Discussion /Consideration of the Council’s Conceptual Approval of Development of County Owned
Property Located at 15837 18th Avenue, Clearlake CA 95422 (APN 010-043-001), for the
Development of a Veteran’s Housing Project as Well as Consideration of Waiving Fees for Any
Required Amendments to the General Plan or Zoning Designations

This item was continued to the December 11th meeting.
7. Consideration of Lease Agreement Between City and Konocti Unified School District for Property
Located at 4700 Golf Avenue
City Manager Phillipe gave the staff report.
ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Spittler to
approve the lease agreement between the City of Clearlake and Konocti Unified School District for
city property located at 4700 Golf Avenue. The motion passed with a unanimous roll call vote.
8. Report on the Next Steps in Updating Planning Documents and Consideration to Authorize the City
Manager to Negotiate an Agreement with Price Consulting Services to Prepare a Zoning Code Update
Including a Design Review Manual for a Fee Not to Exceed $85,000
City Manager Phillipe gave the staff report. Gary Price, Principal of Price Consulting Services, was
present for questions by the Council.
ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Fortino Dickson to
authorize City Manager to negotiate an agreement with Price Consulting Services to prepare the
Zoning Code Update (including Design Manual) for a fee not to exceed $85,000. The motion passed
with a unanimous roll call vote.
9. Introduction and First Reading of Ordinance No. 172-2014, An Ordinance of the City Council of the
City of Clearlake Amending Section 8-2 of Chapter VIII, Traffic, of the Clearlake Municipal Code in
its Entirety, Relating to the 2013 Speed Zone Study
City Manager Phillipe gave the staff report.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton
to introduce Ordinance No. 172-2014 by title only, waive reading, and schedule for second reading
at the December 11, 2014 regularly scheduled Council meeting. The motion passed with a
unanimous roll call vote.
10. Consideration of Request to Use City-Owned Property Located at 14061 Lakeshore Drive for the Purpose
of a Warming Center
This item was moved to the December 11th meeting.
11. Status Report on the Redbud Thompson Harbor Project
Public Works Director Herren gave a presentation on the Project. No action was taken by Council on this
item.
12. Consideration of Property Tax Administrative Fee Release and Settlement Agreement Between the City
and County of Lake (added by Addendum No. 1 on November 10, 2014)
City Manager Phillipe gave the staff report.

ACTION: It was moved by Councilmember Spittler and seconded by Councilmember Luiz to
approve the Property Tax Administrative Fee Release and Settlement Agreement. The motion
passed with a unanimous roll call vote.
