Jones, City Attorney INVOCATION/MOMENT OF SILENCE Vice Mayor Fortino Dickson led a moment of silence. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS CCM 07-09-15 Page 1 of 3 ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Overton to adopt the agenda without changes. The motion passed with a unanimous roll call vote. PUBLIC COMMENT – Bill Shields spoke regarding the lack of progress in the city since incorporation. Consent Items Recommended Action 1. Warrant Registers Receive and file 2. Consideration of Second Reading and Adoption Hold second reading of Ordinance No. 176-2015, of Ordinance No. 176-2015, an Ordinance of read it by title only, and adopt ordinance the City Council of the City of Clearlake Adopting Regulations to Facilitate the Installation of Solar Power 3. Award of contract for Highlands Park Master Authorize the City Manager to execute a contract Plan for the City of Clearlake’s CDBG PTA with Foothill Associates to prepare the Highlands Grant Park Master Plan for a not to exceed amount of $24,980 on the City’s CDBG Planning and Technical Assistance Grant ACTION: It was moved by Councilmember Perdock and seconded by Vice Mayor Fortino Dickson to accept the Consent Calendar as presented. The motion passed with a unanimous roll call vote. BUSINESS 4. Consideration of Designation of Voting Delegates and Alternate(s) For the League of California Cities Annual Conference in September City Manager Folsom gave the staff report. ACTION: It was moved by Councilmember Overton and seconded by Councilmember Sabatier to appoint Councilmember Perdock as the delegate, Vice Mayor Fortino Dickson as first alternate, and Councilmember Sabatier as second alternate. The motion passed with a unanimous roll call vote. 5. Consideration of Acceptance of Parcel APN 042-062-290, Located at 5768 Vallejo Avenue Proposed to be Donated by Property Owner Georgeann Jolley ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton to decline acceptance of the property. The motion passed with a unanimous roll call vote. 6. Consideration of Acceptance of Parcel APN 038-306-032 Located at 3497 Park Street to be Donated by Khaled Neouchy City Manager Folsom gave the staff report. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Perdock to decline acceptance of the property. The motion passed with a unanimous roll call vote. CCM 07-09-15 Page 2 of 3 CITY MANAGER AND COUNCILMEMBER REPORTS ACTION: Vice Mayor Fortino Dickson asked for and received Council consensus to direct staff to bring a consideration of a ban on plastic bags to a future agenda. ACTION: Councilmember Perdock asked for and received Council consensus to send a letter of thanks to PG&E for their generous donation to the July 4th fireworks display.
