MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING JULY 23, 2015 CALL TO ORDER CLOSED SESSION CITY COUNCIL MEETING: 5: 30 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Russell Perdock, Councilmember Joyce Overton, Councilmember Bruno Sabatier, Councilmember Staff: Greg Folsom, City Manager Ryan R. Jones, City Attorney (1) CONFERENCE WITH LEGAL COUNSEL--EXISTING LITIGATION (Government Code Paragraph (1) of subdivision (d) of Section 54956.9) Name of case: Anthony Spittler, Jeri Spittler, and Robin Farnham v. CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Russell Perdock, Councilmember Joyce Overton, Councilmember Bruno Sabatier, Councilmember Staff: Greg Folsom, City Manager Craig Clausen, Chief of Police Melissa Swanson, City Clerk Chris Becnel, Director of Finance Ryan R. Jones, City Attorney Lee Lambert, Building Inspector/Code Enforcement INVOCATION/MOMENT OF SILENCE Pastor Nieto of Calvary Church gave the invocation and led a moment of silence. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Overton to approve the agenda. The motion passed with a unanimous roll call vote. CCM 07-23-15 Page 1 of 3 PRESENTATIONS Introduction of New Police Officers and Code Enforcement Team by Lee Lambert and Chief Clausen 1. Presentation of a Proclamation to Linda Burton, Executive Director of the Highlands Senior Service Center by Planning Commissioner Carl Webb and Councilmember Overton PUBLIC COMMENT – Jo Bennett spoke about the Clearlake Farmer’s Market on Fridays at Highlands Park. She further spoke about a used shoe donation program by the Christian Women United providing shoes for underprivileged Bill Shields spoke about the Lakeshore Subdivision developed in 1924 to 1926 and how it developed the city. Kelly Reed stated appreciation for the work done in her neighborhood by code enforcement. Adelia Leonard spoke regarding proper flag display and etiquette of city flags. She stated a city flag was torn and should be retired. Consent Items Recommended Action 2. Warrant Registers Receive and file 3. Minutes of the June 25, June 30 and July 9, Receive and file 2015 Meetings 4. Consideration of Contract Amendments with (1) Motion to authorize the City Manager to Price Consulting Services for Walmart execute contract amendments with Price Expansion Project Management Services and Consulting Services for the Walmart Expansion Zoning Code Update and Design Review Project Management Services approved on June 26, Manual Contract 2014; and (2) Motion to authorize the City Manager to execute contract amendments with Price Consulting Services for Zone Code Update and Design Review Manual approved January 23, 2014 5. Consideration of Amending Retainer Agreement Approve contract and authorize Mayor to sign for City Attorney Services with Jones and Mayer 6. Minutes of the June 10, 2015 Lake County Receive and file Vector Control District Meeting 7. Consideration of Resolution No. 2015-20: A Adopt resolution Resolution of the City Council of the City of Clearlake Approving Amendments to the Clearlake Police Officers Association (CPOA) Memorandum of Understanding (MOU) to be Effective Through June 30, 2016 8. Consideration of Resolution No. 2015-21: A Adopt resolution CCM 07-23-15 Page 2 of 3 Resolution of the City Council of the City of Clearlake Rescinding Resolution No. 2015-15 and Reapproving the Extension of the Clearlake Middle Management Association (MMA) Memorandum of Understanding (MOU) to June 30, 2016 9. Award of contract for Archaeological Services Authorize the City Manager to execute a contract for the City of Clearlake’s CDBG/ATP Grants. with Evans & De Shazo, LLC to provide Archaeological Services for a not to exceed amount of $6,386.10 on the City’s CDBG/ATP grants ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Sabatier to accept the remaining Consent Calendar items as presented. The motion passed with a unanimous roll call vote. BUSINESS 10. Authorization of Purchase of SmartGov Community System – Permit, Planning, Code Enforcement, Licenses, Cashiering, Integrated GIS w/Satellite Imagery, and Road Base Layers Director of Finance Becnel gave the staff report. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Perdock to approve authorization to acquire SmartGov Community System in the amount not to exceed $22,000. The motion passed with a unanimous roll call vote. CITY MANAGER AND COUNCILMEMBER REPORTS Vice Mayor Fortino Dickson asked for and received Council consensus to direct staff to bring to a future agenda consideration of appointing an ad hoc committee to study the feasibility of bringing a tax proposal for road improvements to the November 2016 ballot.
