INVOCATION/MOMENT OF SILENCE
Pastor Lujan of Calvary Church gave the invocation.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
City Manager Folsom asked to delete Item #8, Consideration of Appointments to the Ad hoc Committee to
Explore Universal Garbage Service.
ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Overton to
approve the agenda as amended. The motion passed with a unanimous roll call vote, with Vice
Mayor Fortino Dickson absent.
PRESENTATIONS
1. Presentation of New Police Department Employees by Chief Clausen
2. Presentation of a Proclamation of Gratitude to the First Responders of the Rocky Fire Incident
PUBLIC COMMENT –
Carolyn Jarrett and Henry Bornstein spoke on behalf of the Highlands Harbor Homeowners Association
regarding starting an assessment district for road repairs and read a letter (attached for the record) to the
Council.

ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Sabatier to
accept the Consent Calendar items as presented. The motion passed with a unanimous roll call
vote, with Vice Mayor Fortino Dickson absent.
PUBLIC HEARING –
5. Public Hearing to Consider Zoning Ordinance Amendment ZOA 2015-04, Adding New Article to the
City of Clearlake Zoning Ordinance and Provisions to Regulate Telecommunications Towers, Antennae,
and Related Systems
City Manager Folsom and Mr. Price gave the staff report.
Mayor Loustalot opened the Public Hearing at 6:18 p.m.
Marie Weathers spoke in favor of the ordinance.
Mayor Loustalot closed the Public Hearing at 6:18 p.m.

ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Sabatier to
continue the Public Hearing to September 10th. The motion passed with a unanimous roll call vote,
with Vice Mayor Fortino Dickson absent.
BUSINESS
6. Consideration of Addition of Road Maintenance Worker: Cost/ Benefit to Public Works Department
and Possible Funding Sources, Assuming a Zero Sum Effect on Budget
Finance Director Becnel gave the staff report.
Council took no action on this item.
7. Consideration of Appointments to the Ad hoc Committee to Review and Make Recommendations for
Amendments to Ordinance No. 175-2015, An Ordinance of the City Council of the City of Clearlake
Amending Chapter X of the Clearlake Municipal Code Adding Section 10-8 (Abatement of Public Nuisances)
and 10-9 (Administrative Penalties) and Repealing and Replacing Section 10-7 (Commercial Medical
Marijuana Cultivation and Cultivation on Vacant Properties, and Limiting Cultivation Amounts)
City Manager Folsom gave the staff report.
ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino Dickson to
appoint Dave Hughes, Liz Byrd, Keith Ahart, Vince Metzger, Willie Sapeta, Councilmember Perdock,
and Councilmember Sabatier as the primary members, with Dan Griffin and Pete Loustalot as
alternates. The motion passed with a unanimous roll call vote.
8. Consideration of Appointments to the Ad hoc Committee to Explore Universal Garbage Service
This item was deleted from the agenda.
9. Consideration of Appointments to the Ad hoc Committee to Explore Possible Sources of Revenue for
Road Improvements
City Manager Folsom gave the staff report.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Perdock to
appoint Mike Smith, Phil Harris, Rob Dallas, Jim Biasotti, Chris Taliaferro, Robert Malley, George
Murch, William Inman, Raymond Silva, and Mark Cooper as the primary members, with Jessica
Taliaferro as an alternate. The motion passed with a unanimous roll call vote.
10. Consideration of Mayor’s Appointment of Vice Mayor Fortino Dickson to the Lake County/City Area
Planning Council
ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Overton to
accept the Mayor’s appointment of Vice Mayor Fortino Dickson to the Lake County/City Area
Planning Council. The motion passed with a unanimous roll call vote.
CITY MANAGER AND COUNCILMEMBER REPORTS
Councilmember Sabatier asked for and received Council consensus to direct staff to bring to a future
agenda a discussion of the installation of a well in Haverty Field and plans to upgrade Austin Park.
