Jones, City Attorney Gary Price, Consulting Planner CCM 09-10-15 Page 1 of 4 AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS City Manager Folsom asked to delete Items #1, Presentation of a Proclamation of Support for LakeCountyFilm.com; and #2, Presentation of a Proclamation Declaring September 2015 as Childhood Cancer Awareness Month. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Perdock to approve the agenda as amended. The motion passed with a unanimous roll call vote. PRESENTATIONS 1. Presentation of a Proclamation Declaring September 2015 as Childhood Cancer Awareness Month These items were deleted from the agenda. PUBLIC COMMENT – Jim Scholz spoke regarding the city’s redevelopment bond money and the regional shopping center. Jim Honegger questioned the city’s acquisition of property at Ogulin Canyon. Bill Shields spoke regarding concerns about his vehicle and homeowner’s insurance increases due to claims, accidents and crime in the city. Matt Nelson spoke regarding windows purchased at Home Depot for a city building instead of being bought locally. Don with Valley Glass spoke regarding the same issue and stated everyone should work together to keep business local. Consent Items Recommended Action 3. Warrant Registers Receive and file 4. Contract for Planning Services with Price Approve contract with Price Consulting Services Consulting Services 7. Consideration of Resolutions for Employer Paid Adopt Resolutions Member Contributions for the Middle Management Association (MMA) (2 each) and the Clearlake Police Officers Association (CPOA) (2 each) 10. Consideration of Adoption of Resolution 2015- Adopt Resolution 27 Authorizing the Finance Director to Make Only Such Inter-fund Transfers as are Required to Close the Books for the FYE 2015 Year 11. Consideration of Resolution No. 2015-22, Adopt Resolution Approving a Temporary Street Closure for the Annual Power to the Youth Event, September 20th, 2015 Councilmember Sabatier pulled Items #7 and #8 for separate discussion and action. A member of the public pulled Item #5 for separate discussion and action. ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Overton to accept the Consent Calendar items as presented, with the exception of Items #5, #7 and #8. The motion passed with a unanimous roll call vote. Item #5 was discussed by staff and the public. ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to accept Item #5. The motion passed with a unanimous roll call vote. Item #7 was discussed by staff and the public. ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino Dickson to accept Item #7. The motion passed with a unanimous roll call vote. Item #8 was discussed by staff and the public. ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to accept Item #8. The motion passed with a unanimous roll call vote. PUBLIC HEARING – 12. Public Hearing to Consider Zoning Ordinance Amendment ZOA 2015-04, Adding New Article to the City of Clearlake Zoning Ordinance and Provisions to Regulate Telecommunications Towers, Antennae, and Related Systems City Manager Folsom and Mr. Price gave the staff report. Mayor Loustalot opened the Public Hearing at 6:50 p.m. CCM 09-10-15 Page 3 of 4 There was no public comment. Mayor Loustalot closed the Public Hearing at 6:50 p.m. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Perdock to continue the Public Hearing to September 24th. The motion passed with a unanimous roll call vote. BUSINESS 13. Consideration of Options for Animal Control Services City Manager Folsom gave the staff report. ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Overton to work with the SPCA until October 1, 2015 and move forward with the necessary modifications and updates to the temporary facility at the public works building. The motion passed with a 4-1 roll call vote, with Councilmember Sabatier against. 14. Submittal of the League of California Cities 2015 Annual Conference Resolutions Packet for Review and Determination of City Position City Manager Folsom gave the staff report. ACTION: It was the consensus of the Council to authorize the City’s delegate, Councilmember Perdock, to vote in support of the League of California Cities proposed resolutions regarding Compensation for Prolonged Electrical Power Outages, Overconcentration of Alcohol and Drug Treatment Facilities, and Residential Rentals (Support for SB 593), and against a League Bylaw Amendment.
