Vice Mayor Fortino Dickson led a moment of silence.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
ACTION: It was moved by Councilmember Perdock and seconded by Vice Mayor Fortino Dickson
to approve the agenda as presented. The motion passed with a unanimous roll call vote.
PUBLIC COMMENT –
1. Councilmember Perdock presented a Proclamation Declaring October as Breast Cancer
Awareness Month
2. Derek Fiedler of Cornerstone Villages gave a presentation on Tiny Home Villages for
Unhoused People.
PUBLIC COMMENT –
Carol Fredricks spoke regarding homelessness in Clearlake.
Philip Wilson spoke regarding dogs not being on a leash in his neighborhood.
Estelle Creel spoke regarding a parking ticket she received, and the procedures involved.

A citizen who did not give his name spoke in favor of Cornerstone Villages’ proposal for temporary
housing and the tiny village.
Aaron Newark with Cornerstone Village spoke regarding the proposal for tiny villages and the
desire to work with the City.

ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Perdock
to accept the Consent Calendar items as presented. The motion passed with a unanimous roll
call vote.
BUSINESS
11. Consideration of a Request to Conduct Traffic Mitigation Measures at the Village Subdivision
Area (Harbor Drive, Lakeview Drive, and Ridgeview Drive) on October 31, 2015, from 5:00pm -
8:30pm, In Order to Facilitate Safe Trick or Treating Festivities
City Manager Folsom gave the staff report.

ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to
approve traffic mitigation measures as proposed. The motion passed with a unanimous roll call
vote.
