Vice Mayor Fortino Dickson led a moment of silence.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to
approve the agenda as presented. The motion passed with a unanimous voice vote, with Mayor
Loustalot and Councilmember Overton absent.

Councilmember Sabatier pulled items #3 and #6 to be discussed for separate action.
ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to
accept the Consent Calendar items #1, #4, and #5, and #7 as presented. The motion passed with
a unanimous voice vote, with Mayor Loustalot and Councilmember Overton absent.
Item #2 was corrected to reflect the Closed Session was adjourned at 5:59 p.m. on October 22nd.
ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to
receive and file the minutes of the October 15 and October 22, 2015 meetings as corrected. The
motion passed with a unanimous voice vote, with Mayor Loustalot and Councilmember Overton
absent.
Item #3 was discussed in open session.
ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Sabatier to
adopt Resolution No. 2015-37 A Resolution of the City Council of the City of Clearlake Approving
a Temporary Street Closure, for the Annual Christmas Parade and Tree Lighting. The motion
passed with a unanimous voice vote, with Mayor Loustalot and Councilmember Overton absent.
Item #6 was discussed in open session.

ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to
authorize the City Manager to execute the Memorandum of Understanding with Konocti Unified
School District for a School Resource Officer. The motion passed with a unanimous voice vote,
with Mayor Loustalot and Councilmember Overton absent.
BUSINESS
8. Introduction and first reading of Ordinance No. 178-2015, An Ordinance of the City Council of
the City of Clearlake Adding Section 10-8 of Chapter X, Property Maintenance, to the Clearlake
Municipal Code, Relating to Abandoned Shopping Carts
City Manager Folsom gave the staff report. He proposed minor changes to wording that Council
approved.
ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Sabatier to
introduce Ordinance No. 178-2015 by title only, with changes as proposed by staff, waiver
further reading, and to schedule for second reading and adoption a the December 10, 2015
regularly scheduled Council meeting. The motion passed with a unanimous roll call vote, with
Councilmember Overton and Mayor Loustalot absent.
9. Consideration of Resolution No. 2015-38, Approving Revisions to the Senior Community Center
Rental Rates for Fiscal Year 2015-2016
Finance Director Becnel gave the staff report. Changes to the Cleaning Deposit for the Entire
Building were suggested to raise to $600, and for the Kitchen Only to $300.
ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to
adopt Resolution No. 2015-38, with the changes above, and read it by title only. The motion
passed with a unanimous roll call vote, with Councilmember Overton and Mayor Loustalot
absent.
10. Consideration of Resolution No. 2015-36 of the City Council of the City of Clearlake Consenting
to the Inclusion of Properties Within the Territory of the City in the CSCDA Open PACE Program;
and Other Matters Related Thereto
Finance Director Becnel gave the staff report.
ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to
adopt Resolution No. 2015-36, and read it by title only. The motion passed with a unanimous roll
call vote, with Councilmember Overton and Mayor Loustalot absent.
11. Consideration of Resolution No. 2015-39, Adopting Revised Council Norms and Procedures and
Rosenberg’s Rules of Order

City Clerk Swanson gave the staff report. A change to the Norms and Procedures was suggested by
staff to add the City Manager as Sgt. At Arms.
ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Perdock to
adopt Resolution 2015-39, with the change proposed. The motion passed with a unanimous roll
call vote, with Councilmember Overton and Mayor Loustalot absent.
