ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton
to approve the agenda. The motion passed with a unanimous voice vote.

ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino Dickson
to approve the Consent Calendar as presented. The motion passed with a unanimous roll call
vote.

9. Public Hearing to Consider Introduction and First Reading of Ordinance 187-2016, An Ordinance
Amending Section 4 of Chapter XI of the Clearlake Municipal Code Establishing Mandatory Garbage
Service, Providing Rules and Regulations Governing the Collection, Handling and Disposal of Solid
Waste and Other Operating Regulations
City Manager Folsom gave the staff report.
Mayor Perdock opened the Public Hearing at 6:40 p.m.
Marie Weathers spoke against the ordinance.

ACTION: It was moved by Vice Mayor Fortino Dickson and seconded Councilmember Overton by
to close the Public Hearing. The motion passed with a unanimous voice vote.
ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino Dickson
to adopt Ordinance No. 187-2016, An Ordinance Amending Section 4 of Chapter XI of the
Clearlake Municipal Code Establishing Mandatory Garbage Service, Providing Rules and
Regulations Governing the Collection, Handling and Disposal of Solid Waste and Other Operating
Regulations. The motion passed with a unanimous roll call vote.
BUSINESS
10. Discussion of Options for Filling the Council Vacancy for the Unexpired Term of Council
Member Loustalot
City Clerk Swanson gave the staff report.
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded Councilmember Overton by
to adopt Resolution No. 2016-14, A Resolution of the City Council of the City of Clearlake
Directing the City Clerk to Prepare Applications to Fill the Vacancy in the Office of the City
Council. The motion passed with a unanimous roll call vote.
Mayor Perdock called for a break from 8:05 p.m. to 8:15 p.m.
11. Discussion of Current Code Enforcement Case Procedures and Introduction and First Reading of
Ordinance No. 188-2016, An Ordinance of the City Council of the City of Clearlake Amending
Chapter 10, Section 10-5.6 of the City of Clearlake Municipal Code as It Relates to Code
Enforcement Assessments
City Manager Folsom and Building Official Lambert gave the staff report.

ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton
to introduce Ordinance No. 188-2016, An Ordinance of the City Council of the City of Clearlake
Amending Chapter 10, Section 10-5.6, of the City of Clearlake Municipal Code as It Relates to
Code Enforcement Assessments, by title only, waive further reading, and schedule for second
reading and adoption at the April 28, 2016 regularly scheduled Council meeting. The motion
passed with a unanimous roll call vote.
12. Marketing Ad Hoc Committee Findings and Recommendations
City Manager Folsom gave the staff report.
ACTION: It was the consensus of the Council to approve the City Logo Contest and to direct the
ad hoc committee to bring five to ten submittals for consideration to the June 9th meeting. Mayor
Perdock appointed Councilmember Sabatier to the ad hoc committee to replace Vice Mayor
Fortino Dickson.
CITY MANAGER AND COUNCILMEMBER REPORTS
FUTURE AGENDA ITEMS
Councilmember Overton asked for and received consensus to discuss enhancements to the
Senior Center on a future agenda.
