MINUTES CITY OF CLEARLAKE CITY COUNCIL SPECIAL MEETING APRIL 21, 2016 CALL TO ORDER SPECIAL CITY COUNCIL MEETING: 6:02 P.M. Roll Call. Present: Russell Perdock, Mayor Gina Fortino Dickson, Vice Mayor Joyce Overton, Councilmember Bruno Sabatier, Councilmember Staff: Greg Folsom, City Manager Melissa Swanson, City Clerk William Clemans, Interim City Engineer Doug Herren, Director of Public Works Chris Becnel, Director of Finance BUSINESS 1. Presentation from Fairbanks, Maslin, Maullin, Metz and Associates (FM3) Regarding the Outcome of Transportation Sales Tax Polling Effort Director of Public Works Herren gave the staff report. FM3 gave a presentation. ACTION: It was the consensus of the Council to give direction to staff to bring an ordinance and resolution to a future meeting for a one-cent sales tax for roads, with a 20 year sunset clause, an oversight committee, and a proposed expenditure plan which would be reviewed on an annual basis by the oversight committee and the Council. Mayor Perdock called for a break from 8:15 p.m. to 8:25 p.m. 2. Purchase of Real Property at 2185 Ogulin Canyon and Authorization of Costs Related to the Purchase City Manager Folsom gave the staff report. ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino Dickson to adopt Resolution No. 2016-17, A Resolution of the City Council of the City of Clearlake Appropriating Funds From the Series A Bonds Issued by the Former Redevelopment Agency for a Contract to Purchase Property Within the Boundaries of the Project Area and read it by title only. The motion passed with a unanimous roll call vote.
