AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS City Manager Folsom asked to delete Item #6, Second Reading and Adoption of Ordinance No. 187- CCM 04-28-16 Page 1 of 3 2016, An Ordinance Amending Section 4 of Chapter XI of the Clearlake Municipal Code Establishing Mandatory Garbage Service, Providing Rules and Regulations Governing the Collection, Handling and Disposal of Solid Waste and Other Operating Regulations. Staff will be bringing the item to a future agenda for a first reading. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Sabatier to approve the agenda as amended. The motion passed with a unanimous voice vote. PRESENTATION 1. Presentation by Director of Public Works Herren on the April 23rd Clearlake Clean Up Day PUBLIC COMMENT Greg Rippe spoke regarding the increase in illegal fences in the city. Bill Shields spoke regarding a potential road tax and stated government waste and credibility is a problem. Consent Items Recommended Action 2. Warrant Registers Receive and file 3. Minutes of the April 14, 2016 Meeting Receive and file 4. Second Reading and Adoption of Ordinance No. Hold second reading of Ordinance No. 188-2016, An Ordinance of the City Council of 188-2016 by title only, waive further the City of Clearlake Amending Chapter 10, reading, and adopt ordinance Section 10-5.6 of the City of Clearlake Municipal Code as It Relates to Code Enforcement Assessments ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino Dickson to approve the Consent Calendar as presented. The motion passed with a unanimous voice vote. PUBLIC HEARING 5. Public Hearing to Consider Approval of Revised Housing Rehabilitation Guidelines as Required by the Department of Housing and Community Development Grants Technician Brown gave the staff report. Mayor Perdock opened the Public Hearing at 6:09 p.m. There was no public comment on this item. CCM 04-28-16 Page 2 of 3 ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to close the Public Hearing. The motion passed with a unanimous voice vote. ACTION: It was the consensus of the Council to have a presentation made of this program at a future meeting. ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to adopt Resolution 2016-16, A Resolution of the City Council of the City of Clearlake Approving the revised City of Clearlake Housing Rehabilitation Program Guidelines. The motion passed with a unanimous roll call vote. BUSINESS 6. Second Reading and Adoption of Ordinance No. 187-2016, An Ordinance Amending Section 4 of Chapter XI of the Clearlake Municipal Code Establishing Mandatory Garbage Service, Providing Rules and Regulations Governing the Collection, Handling and Disposal of Solid Waste and Other Operating Regulations This item was deleted from the agenda. 7. Marketing Ad Hoc Committee Findings and Recommendations for the City Motto City Manager Folsom gave the staff report. ACTION: It was the consensus of the Council to approve “Living the Lake Life” as the City Motto.
