AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS There were no changes to the agenda. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton to approve the agenda. The motion passed with a unanimous voice vote. PRESENTATION 1. Presentation of a Certificate of Recognition to Gabriela Jauregui, Salutatorian, Francisco Montanez Fernandez, Valedictorian of Lower Lake High School; Harleen Kaur, Salutatorian, Nicholas Jaime, Valedictorian of Konocti Education Center; and Annabelle Haley, Recipient of the Spring 2016 Yuba Medal of the Lake County Campus of Woodland Community College 2. Presentation of a Proclamation Declaring June 2016 as Lesbian, Gay, Bisexual, and Transgender Pride Month PUBLIC COMMENT Bill Shields commented on the waste of taxpayer money. Susan Cameron spoke regarding an Animal Control complaint and asked for a resolution for her elderly neighbor’s feral cat problem. Estella Creel spoke regarding the Council appointment of Councilmember Bennett and also about code enforcement issues. Jim Lujan stated the Council is doing a good job. Consideration of Changes to the City Engineer Adopt resolution Job Description; Resolution No. 2016-25 7. Consideration of Adoption of Resolution No. Adopt Resolution No. 2016-26 and 2016-26, Appropriating Funds from the Series A authorize City Manager to implementation Bonds Issued by the Former Redevelopment of projects Agency for Various Projects to Improve the City of Clearlake Item #6 was pulled from the Consent Calendar by Councilmember Overton. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton to approve Items #3, 4, 5, and 7 of the Consent Calendar as presented. The motion passed with a unanimous voice vote. Item #6 was discussed by Council and staff. ACTION: It was moved by Councilmember Overton and seconded by Councilmember Bennett to approve Item #6 as presented. The motion passed with a unanimous roll call vote. PUBLIC HEARING 8. Consideration of Adoption of the FYE 2017 Budget, including the 2016/2017 Fee Schedule; Resolution No 2016-23 Finance Director Becnel gave the staff report. Mayor Perdock opened the Public Hearing at 6:48 p.m. Sheryl Almon had questions on the fee structure. Bill Shields stated the Council needs a conservative approach. Susan Cameron asked about Animal Control funding. Estelle Creel asked about parking citation fees and hearings. CCM 06-23-16 Page 3 of 5 Ray Silva asked about total revenue on business licenses. ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to close the Public Hearing. The motion passed with a unanimous voice vote at 7:03 p.m. ACTION: It was the consensus of the Council to allocate $5000 for park repairs and to allocate funds for a part-time public works maintenance worker for roads. ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to adopt Resolution No. 2016-23, a Resolution of the City Council of the City of Clearlake Adopting the City of Clearlake FYE 2017 Budget Including the City of Clearlake Fee Schedule, with the allocations listed above. The motion passed with a unanimous roll call vote. BUSINESS 9. Adoption of the Appropriations Limit (Gann Limit) for FYE 2017 (Fiscal Year 2016-2017) and Designating the Formula to be Used for Calculation of Same; Resolution No. 2016-22 Finance Director Becnel gave the staff report. ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to adopt Resolution No. 2016-22, a Resolution of the City Council of the City of Clearlake Adopting the Appropriations Limit for the FYE 2017 (Fiscal Year 2016-2017) and Designating the Formula to be Used for Calculation of Same. . The motion passed with a unanimous roll call vote. 10. Consideration of Adoption of Resolution No. 2016-24, Calling for and Giving Notice of the General Municipal Election, and the Second Reading and Adoption of Ordinance No. 189-2016, An Ordinance of the City Council of the City of Clearlake Adding Chapter 3-7 to the Clearlake Municipal Code Related to a Transactions and Use Tax to Be Administered by the State Board of Equalization City Manager Folsom gave the staff report. Mayor Perdock called for a break from 7:52 p.m. to 7:58 p.m. ACTION: It was the consensus of the Council to create an ad hoc committee to write the argument in favor of the measure for road improvement. ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino Dickson to hold the second reading, read it by title only, and adopt Ordinance No. 189-2016, An Ordinance of the City Council of the City of Clearlake Adding Chapter 3-7 to the Clearlake Municipal Code Related to a Transactions and Use Tax to Be Administered by the State Board of Equalization. The motion passed with a unanimous roll call vote. CCM 06-23-16 Page 4 of 5 ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Overton to adopt Resolution No. 2016-24, Calling for and Giving Notice of the General Municipal Election. The motion passed with a unanimous roll call vote. 11. Consideration of Selection of the Winner of the City Logo Contest City Clerk Swanson gave the staff report. ACTION: It was the consensus of the Council to choose the logo submitted by Rhonda Biehl, with modifications. It was the further consensus of the Council to have the artist to work with the marketing ad hoc committee to make those modifications, then the final logo would be approved by the Council at a future meeting. CITY MANAGER AND COUNCILMEMBER REPORTS FUTURE AGENDA ITEMS ACTION: Councilmember Sabatier asked for and received consensus for a report of the timeline of the process for using the former Redevelopment Agency’s Series A Bond funds to a future meeting.
