PUBLIC COMMENT
Bill Shields spoke regarding the road tax measure on the ballot.
Chuck Leonard spoke regarding the road tax measure on the ballot.
Estelle Creel asked about Trunk or Treat at the Youth Center.
Phil Harris spoke regarding the homeless issue at a local strip mall and suggested a homeless liaison
committee.
Vince Metzger spoke regarding a homeless committee and volunteered.

ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Bennett to
approve the Consent Calendar as presented. The motion passed with a unanimous voice vote,

with Councilmember Overton absent.
PUBLIC HEARING
7. Public Hearing to Consider Adoption of Ordinance No. 191-2016, Approving the
Development Agreement with Orosco Development No. 19, LLC for the Property Located at
15885 Dam Road
City Manager Folsom gave the staff report.
Mayor Perdock opened the Public Hearing at 6:29 p.m.
There was no public comment.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Bennett to close
the Public Hearing at 6:29 p.m. The motion passed with a unanimous voice vote, with
Councilmember Overton absent.
ACTION: It was moved by Councilmember Bennett and seconded by Vice Mayor Sabatier to
adopt Ordinance No. 191-2016 and read it by title only: Orosco Development Agreement DA-
2016-01 Between City of Clearlake, a California Municipal Corporation and Orosco Development
No. 19, LLC, A Delaware Limited Liability Company. The motion passed with a unanimous roll call
vote, with Councilmember Overton absent.
BUSINESS
8. Review of Preliminary Assessment by Aircon Energy and direction to Management about
next steps
Director of Finance Becnel gave the staff report. Jeff Wagner, President, and Andy Roth, Director of
Energy Services, of Aircon Energy, gave a presentation to Council.
ACTION: It was the consensus of the Council to direct staff to move forward with a Letter of
Intention to Aircon Energy.
9. Environmental Review Procedures
Planning Consultant Price gave the staff report.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Bennett to
adopt Resolution 2016-67 adopting the City of Clearlake Environmental Guidelines. The motion
passed with a unanimous voice vote, with Councilmember Overton absent.
10. Consideration of Appointments to the Ad hoc Committee to Review and Make
Recommendations for Amendments to the Dispensary Ordinance and the Marijuana Cultivation
Ordinance

City Manager Folsom gave the staff report.
ACTION: It was the consensus of the Council to appoint the members of the previous ad hoc
committee, two Planning Commissioners, the Clear Lake Chamber of Commerce President, and the
Konocti Water District Manager to the ad hoc committee to explore possible changes to the current
cultivation and dispensary ordinances.
