CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:01 P.M.
Roll Call. Present: Russell Perdock, Mayor
Nick Bennett, Councilmember

INVOCATION/MOMENT OF SILENCE
Pastor Wanda Celli gave the invocation.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
Staff asked to postpone Item #2, Presentation of a Proclamation Declaring November 2016 as
Native American Heritage Month, to the November 16 Special Meeting.
ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Sabatier to
adopt the agenda with the changes stated by staff. The motion passed with a unanimous voice
vote.
PUBLIC COMMENT
Rose Anderson spoke regarding homelessness and asked how the community could help. She
stated there is a major issue behind the Ray’s Food store. Vice Mayor Sabatier gave her
information.
Keith Ahart spoke regarding an upcoming repair Golden State Water would be doing on Country
Club Drive.
Jo Bennett spoke regarding the Clear Lake Chamber of Commerce’s upcoming celebration at the

8. Consideration of a Job Description for Adopt resolution
Kennel Technician, Resolution No. 2016-71
ACTION: Vice Mayor Sabatier pulled Item #8, Consideration of a Job Description for Kennel
Technician, Resolution No. 2016-71, for separate action and discussion.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Bennett to
approve the remaining items on the Consent Calendar as presented. The motion passed with a
unanimous voice vote, with Vice Mayor Sabatier absent.
8. Consideration of a Job Description for Kennel Technician, Resolution No. 2016-71
City Manager Folsom gave the staff report.
Vice Mayor Sabatier suggested adding “basic computer skills” to the requirements of the position.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Overton to
adopt Resolution No. 2016-71, with the changes suggested by Vice Mayor Sabatier. The motion
passed with a unanimous voice vote.

BUSINESS
9. Consideration of Award of Bid for the Comprehensive Asbestos Survey and Report in
Preparation for Demolition of Structures at Various Locations
City Manager Folsom gave the staff report.
ACTION: It was moved by Councilmember Bennett and seconded by Councilmember Overton to
award bid to Geocon Consultants, Inc. in the amount of $4,975 and authorize City Manager to
approve change orders, if necessary, up to 10% of contract bid award. The motion passed with a
unanimous roll call vote.
10. Consideration of a City Seal and Logo Use Policy
City Manager Folsom gave the staff report.
ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Sabatier to
adopt the policy. The motion passed with a unanimous voice vote.
