MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING FEBRUARY 9, 2017 CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Russell Perdock, Mayor Bruno Sabatier, Vice Mayor Nick Bennett, Councilmember Phil Harris, Councilmember Absent: Joyce Overton, Councilmember Staff: Greg Folsom, City Manager Ryan Jones, City Attorney Tim Celli, Police Lieutenant Melissa Swanson, City Clerk Chris Becnel, Director of Finance Doug Herren, Public Works Director AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS Item #2, Presentation by Patty Bruder, NCO, Inc., Mike Dean, Lake County Community Action Group and Jo Bennett, Lake County Council of Church Women United Shoe Program on Community Involvement, was postponed to a future agenda. PRESENTATION 1. Presentation of a Proclamation Declaring February 2017 as Black History Month by Mayor Perdock 2. Presentation by Patty Bruder, NCO, Inc., Mike Dean, Lake County Community Action Group and Jo Bennett, Lake County Council of Church Women United Shoe Program on Community Involvement (Rescheduled) 3. Presentation of the 2016 Clearlake Police Department Annual Report by Acting Chief Celli PUBLIC COMMENT Rose Anderson spoke regarding homelessness in the City. Warrant Registers Receive and file ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Harris to approve the Consent Calendar as presented. The motion passed with a unanimous voice vote, with Councilmember Overton absent. BUSINESS 5. Consideration of Modification to the 2017 Mayor’s Appointments ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Bennett to approve Mayor Perdock’s appointment of Councilmember Harris as Alternate to the Area Planning Council and as Member to the Integrated Waste Management Task Force/Solid Waste Diversion Committee. The motion passed with a unanimous voice vote, with Councilmember Overton absent. ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Harris to approve changes to the FPPC Form 806 to reflect those changes. The motion passed with a unanimous voice vote, with Councilmember Overton absent. 6. Consideration of Mayor’s Appointments to Code Enforcement Ad Hoc Committee and Universal Garbage Ad Hoc Committee ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Bennett to confirm Mayor Perdock’s appointment of Vice Mayor Sabatier and Councilmember Bennett to the Code Enforcement Ad Hoc Committee and Councilmember Harris and Mayor Perdock to the Universal Garbage Ad Hoc Committee. The motion passed with a unanimous voice vote, with Councilmember Overton absent.
