MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY SPECIAL MEETING FEBRUARY 16, 2017 CALL TO ORDER SPECIAL CITY COUNCIL MEETING: 5:31 P.M. Roll Call. Present: Russell Perdock, Mayor Bruno Sabatier, Vice Mayor Nick Bennett, Councilmember Phil Harris, Councilmember Joyce Overton, Councilmember Staff: Greg Folsom, City Manager Ryan Jones, City Attorney Tim Celli, Police Lieutenant/Acting Police Chief Melissa Swanson, City Clerk Chris Becnel, Director of Finance Doug Herren, Public Works Director Bill Clemans, City Engineer/Deputy Public Works Director BUSINESS 1. Mid-Year Financial Review FYE 2017 Finance Director Becnel gave the staff report. It was the consensus of the Council to add the appropriation of $100,000 from gas tax funds to lease equipment in anticipation of using upcoming Measure V funds to replenish the appropriation back to gas tax funds. ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to approve Resolution No. 2017-11, A Resolution of the City Council of the City of Clearlake Adopting the City of Clearlake Mid-Year Budget Adjustments to the FYE 2017 Budget. The motion passed with a unanimous voice vote. 2. Strategic Plan Finance Director Becnel gave the staff report. CCM 02-16-17 Page 1 of 2 ACTION: It was the consensus of the Council to have stakeholders in the Strategic Plan report on progress each year during the budget adoption. ACTION: It was moved by Councilmember Harris and seconded by Councilmember Overton to approve Resolution No. 2017-12, A Resolution of the City Council of the City of Clearlake Adopting the City of Clearlake Strategic Plan.
