CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:02 P.M.
Roll Call. Present: Russell Perdock, Mayor

AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
There were no changes to the agenda.
ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Sabatier to
approve the agenda as presented. The motion passed with a unanimous voice vote.
PUBLIC COMMENT
Bill Shields spoke regarding the Measure V Oversight Committee and the condition of the roads.
Rose Anderson spoke regarding homelessness in the City.
Haley Moore spoke regarding homelessness in the City.
Rebecca Larbrough spoke regarding homelessness in the City.
An unidentified woman (did not give her name) spoke regarding homelessness in the City.

Consent Items Recommended Action

4. Konocti Education Center Student Project Approve letter encouraging a student
Letter community project
5. Award of Contract for Construction Authorize the City Manager to execute a
Management Services – Phillips and 18th contract with Greene Valley Consulting
Avenues Class II Bicycle Lanes and Roadway Engineers (GVCE) for a not to exceed
Reconstruction amount of $130,710.00
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Harris to
approve the Consent Calendar as presented. The motion passed with a unanimous voice vote.
BUSINESS
6. Public Hearing to Consider Adoption of the 2040 General Plan; General Plan Amendment
GPA 2017-01; Resolution No. 2017-10
City Manager Folsom, Consultant Planner Price and Economic Planner Zehnder gave the staff
report.
Mayor Perdock opened the Public Hearing at 6:45 p.m.
Rebecca Larbrough asked questions about private property. Her questions were answered by the
Mayor.
Bill Shields asked if there were provisions in the Plan for dirt roads. He was also answered by the
Mayor.
There being no further public comment, the Mayor closed the Public Hearing at 6:47 p.m.
Vice Mayor Sabatier suggested changes to the wording on page 161, to read “all schools
throughout Clearlake,” instead of including only the Konocti Unified School District.
Consultant Planner Price recommended the Council adopt the 2040 General Plan, including the
errata sheet provided at the meeting and add the changes Vice Mayor Sabatier stated.
ACTION: It was oved by Vice Mayor Sabatier and seconded by Councilmember Harris to adopt
Resolution No. 2017-10, certifying the Final Environmental Impact Report (EIR), adopting
environmental findings, adopting statement of overriding considerations, adopting mitigation

monitoring program, and adopting the 2040 General Plan, including the changes stated by
Consultant Planner Price above. The motion passed with a unanimous roll call vote.
