AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
Item #1, Presentation of a Proclamation Declaring May 2017 as US Military Recognition Month, was
postponed to the May 25th meeting.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Council Member Harris to
approve the agenda as amended. The motion passed with a unanimous voice vote.

PRESENTATION
1. Presentation of a Proclamation Declaring May 2017 as US Military Recognition Month
(Postponed to the May 25th meeting)
2. Presentation of a Proclamation Declaring May 7 – 13, 2017 as Public Service Appreciation

3. Presentation of a Congressional Commendation Declaring May 2017 as Law Enforcement

4. Presentation by Lake County Youth Services of the Youth Center Annual Report
ACTION: It was the consensus of the Council after hearing the presentation to bring forward a
discussion of the Youth Center to a future agenda.

Contract to Remove Towed Vehicles from Pond Manager to enter into contract with

9. Consideration of Resolution Adjusting the Approve Resolution 2017-25, A Resolution

Position
Vice Mayor Sabatier pulled Items #5 and #7 for separate discussion and action.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Council Member Overton to
approve the remaining items on the Consent Calendar. The motion passed with a unanimous
voice vote.
Item #5 was discussed. City Manager Folsom gave the staff report.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Council Member Harris to adopt
Item #5. The motion passed with a unanimous voice vote.
Item #7 was discussed. City Manager Folsom gave the staff report.
ACTION: It was the consensus of the Council to ask Adventist Health to give a report on the 340B
Program at a future agenda.
ACTION: It was moved by Council Member Harris and seconded by Council Member Overton to
approve the MOU and authorize the City Manager to sign. The motion passed with a unanimous
voice vote.
PUBLIC HEARING
10. Continuation of Public Hearing to Confirm Assessment(s) in the Total Amount of $5,000 for
Administrative Penalties for Failure to Abate Public Nuisance(s) in Accordance with C.M.C.
Section(s) 1-5, 1-9, 10-1.6, 10-1.7, 10-1.9, 10-1.12, 10-2.2(b), 10-2.4, 10-2.5, 10-2.6, 10-2.7, 10-2.8,
10-3.1, 10-3.3, 10-5 and 10-5.6
City Manager Folsom gave the staff report.
Mayor Perdock opened the Public Hearing at 6:32 p.m. and continued the Public Hearing to the
May 25th meeting.

BUSINESS
11. Consideration of Sponsorship of an Art Mural by the Children’s Museum of Art and Science
(CMAS) and Art House Gallery’s Wildlife of Clearlake Youth Public Art Project
City Manager Folsom gave the staff report.
ACTION: It was the consensus of the Council to support donations directly to CMAS and to offer
City Hall and Police Department for art display.
12. Consideration of Appointments to an Ad Hoc Committee to Discuss Homelessness Issues and
Report Recommendations to the Council
ACTION: It was moved by Council Member Overton and seconded by Council Member Bennett to
create a Homelessness Ad Hoc Committee and ratify Mayor Perdock’s appointment of Council
Member Overton and Vice Mayor Sabatier to the Committee and direct the City Manager to
report to the Planning Commission for their appointment of two members. The motion passed
with a unanimous voice vote.
