There were no changes to the agenda.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Council Member Overton to
approve the agenda. The motion passed with a unanimous voice vote.

Dale Rogers gave the invocation.
PRESENTATION
1. Presentation of Certificates of Appreciation to Joyce Overton, Samantha Sandhoft, and Lorilei
Gamble for Their Service to the Lake County Youth Services and the Clearlake Youth Center
2. Presentation of a Certificate of Appreciation to the Lakeshore Lions Club for the 60th Annual
Redbud Parade and July 4th Festivities
PUBLIC COMMENT
Bill Shields spoke regarding the lack of community bulletin boards in the city.
Sheryl Almon thanked the City for its assistance with a tax defaulted property in her neighborhood
that went to auction.
Estelle Creel spoke against the construction on 18th Avenue and stated it has caused her issues.

Item #6 was pulled for separate discussion and action by Vice Mayor Sabatier.
ACTION: It was moved by Council Member Harris and seconded by Council Member Overton to
approve Items #3, #4, and #5 on the Consent Calendar as presented. The motion passed with a
unanimous voice vote.
Item #6 was discussed by Council.
ACTION: It was moved by Vice Mayor Sabatier and seconded by Councilmember Harris to adopt

Resolution No. 2017-41, A Resolution of the City Council of the City of Clearlake Authorizing
Submittal of Application to CalRecycle for the Illegal Disposal Site Abatement Grant. The motion
passed with a unanimous voice vote.
BUSINESS
7. Consideration of Updates to the Management Classification and Benefit Plan; Resolution No.
2017-45
City Manager Folsom gave the staff report.
ACTION: It was moved by Councilmember Overton and seconded by Councilmember Bennett to
adopt Resolution No. 2017-45, A Resolution of the City Council of The City of Clearlake Amending
the Management Employees Classification and Benefit Plan. The motion passed with a
unanimous roll call vote.
8. Consideration of Approval of Fiscal Year Ending (FYE) 2018 Salary Schedule
Finance Director Becnel gave the staff report.
ACTION: It was moved by Councilmember Harris and seconded by Councilmember Overton to
approve Resolution No. 2017-42, Approving the FYE 2018 Salary Schedule. The motion passed with
a unanimous roll call vote.
CITY MANAGER AND COUNCILMEMBER REPORTS
FUTURE AGENDA ITEMS
ACTION: Councilmember Harris asked for and received consensus of the Council to have a photo
taken of the Council.
