CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M.
Roll Call. Present: Bruno Sabatier, Mayor
Phil Harris, Vice Mayor
Nick Bennett, Councilmember
Joyce Overton, Councilmember

INVOCATION/MOMENT OF SILENCE
Pastor Ken Savin gave the invocation.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
City Manager Folsom asked that Item #1, Presentation by Adventist Health Clearlake on the 340B
Drug Program, be deleted.
ACTION: It was moved by Vice Mayor Harris and seconded by Councilmember Overton to
approve the agenda as amended. The motion passed with a unanimous voice vote.

2. Presentation of the Annual Audit Report for FYE 2017
3. Presentation by Interim Chief Celli of the Clearlake Police Department’s Annual Report

ACTION: It was moved by Vice Mayor Harris and seconded by Councilmember Bennett to
approve the Consent Calendar as presented. The motion passed with a unanimous voice vote.
BUSINESS:
6. Consideration of Second Reading and Adoption of Ordinance No. 203-2018, An Ordinance of the
City Council of the City of Clearlake Amending Ordinance 200-2017 by Repealing and Replacing only
Section 18-12.020(b) of the Clearlake Municipal Code Regarding Commercial Cannabis Businesses
Allowing Commercial Cannabis Cultivation West of Highway 53, and Repealing Ordinance Nos. 202-
2017 and 204-2018 (Moratorium)
City Manager Folsom gave the staff report.
ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Harris to hold
the second reading of Ordinance 203-2018, read it by title only, waive further reading and adopt
the ordinance. The motion passed with a unanimous roll call vote.
7. Discussion of Options for Filling the Council Vacancy for the Unexpired Term of Former Council
Member Perdock
City Manager Folsom gave the staff report.
ACTION: It was moved by Vice Mayor Harris and seconded by Councilmember Bennett to adopt
Resolution No. 2018-08, A Resolution of the City Council of the City of Clearlake Directing the City
Clerk to Prepare Applications to Fill the Vacancy in the Office of City Council. The motion passed
with a unanimous roll call vote.
