MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING JULY 12, 2018 CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Bruno Sabatier, Mayor Phil Harris, Vice Mayor Nick Bennett, Councilmember Joyce Overton, Councilmember Russ Cremer, Councilmember Staff: Greg Folsom, City Manager Ryan Jones, City Attorney Tim Celli, Interim Chief of Police Melissa Swanson, City Clerk Alan Flora, Finance Director INVOCATION Pastor Gravesen gave the invocation. PRESENTATION 1. Presentation of the Middletown Art Center Resilience Project PUBLIC COMMENT There was no public comment. Consent Items Recommended Action 2. Warrant Registers Receive and file 3.Minutes of the June 28 and July 3, 2018 Meetings Receive and file 4.Consideration of Continuation of Declaration of Local Emergency Issued on October 9, 2017 and By motion keep declaration of emergency Ratified by Council Action October 12, 2017 active and set next review for August 9, 5.Consideration of Second Reading and Adoption of 2018 Ordinance No. 206-2018 Amending the Purchasing Hold second reading of Ordinance No. Ordinance (Ordinance No. 121-2006) to include 206-2018 by title only, waive further The Interlocal Purchasing System (TIPS) in Section reading, and adopt ordinance 3-4.5 (a) 8 CCM 07-12-18 Page 1 of 2 ACTION: It was moved by Vice Mayor Harris and seconded by Councilmember Cremer to approve the Consent Calendar as presented. The motion passed with a unanimous voice vote. BUSINESS: 6. Consideration of Appointment of the Chief of Police of the Clearlake Police Department City Manager Folsom gave the staff report. ACTION: It was moved by Councilmember Cremer and seconded by Vice Mayor Harris to authorize the City Manager to appoint the Chief of Police of the Clearlake Police Department and execute an employment contract. The motion passed with a unanimous roll call vote. 7. Consideration of Resolution No. 2018-28, a Resolution Granting Consent to Operate a Tourism Improvement District within the City Limits City Manager Folsom gave the staff report. ACTION: It was moved by Councilmember Overton and seconded by Councilmember Cremer to adopt Resolution Granting Consent to the County of Lake to Establish the Lake County Tourism Improvement District. The motion passed with a unanimous roll call vote. CITY MANAGER AND COUNCILMEMBER REPORTS CLOSED SESSION: (1) PUBLIC EMPLOYEE PERFORMANCE EVALUATION: Government Code Section 54957 (b) (1) Title: City Manager There was no reportable action taken in closed session.
