CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M.
Roll Call. Present: Russ Cremer, Mayor
Dirk Slooten, Vice Mayor
Joyce Overton, Councilmember

INVOCATION
Dale Rogers gave the invocation.
ADOPTION OF THE AGENDA
City Manager Flora asked that the Closed Session be removed from the agenda.
ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to
adopt the agenda as amended. The motion passed with a unanimous voice vote, with
Councilmember Perdock absent.
PRESENTATIONS:
1. Presentation by Clearlake Animal Control of October’s Adoptable Dogs
PUBLIC COMMENT:
Patty Duke spoke regarding PG&E dropping tree trimmings near her property and not cleaning
them up, creating a fire hazard.

ACTION: It was moved by Councilmember Harris and seconded by Vice Mayor Slooten to accept
the Consent Calendar as presented. The motion passed with a unanimous voice vote, with
Councilmember Perdock absent.
BUSINESS:
5. Consideration of Approval of the Report of Delinquent Public Nuisance Abatement Costs
and Their Collection on the Tax Roll; Resolution No. 2019-47
Code Enforcement Supervisor Lambert gave the staff report.
ACTION: It was moved by Vice Mayor Slooten and seconded by Councilmember Overton to
adopt Resolution No. 2019-47. The motion passed with a unanimous voice vote, with
Councilmember Perdock absent.
6. Consideration of Award of Bid for Austin Park Improvements in the Amount of
$2,036,802.50 to R&R Pacific Construction
Staff report by Contract City Engineer Swartz.
ACTION: It was moved by Councilmember Harris and seconded by Councilmember Overton to
award a Construction Contract in an Amount of $2,036,802.50 to R&R Pacific Construction and
authorize the City Manager to approve change orders up to 10% of the contract amount. The
motion passed with a unanimous voice vote, with Councilmember Perdock absent.
7. Consideration of Appointment to the Clean Water Program Management Council
Contract City Engineer Swartz gave the staff report.
ACTION: It was moved by Councilmember Harris and seconded by Vice Mayor Slooten to affirm
Mayor Cremer’s appointment of Councilmember Overton. The motion passed with a unanimous
voice vote, with Councilmember Perdock absent.
CITY MANAGER AND COUNCILMEMBER REPORTS
FUTURE AGENDA ITEMS
Councilmember Harris asked for and received a consensus to bring a discussion of the County’s
tax defaulted property sales to a future meeting.
